Position Summary:

The Emergency Response Logistics Manager plays a pivotal role in managing the logistics and coordination efforts during emergency storm response operations. The role is tasked with developing and standardizing processes to streamline emergency response logistics, from crew roster creation, accommodation arrangements to transportation planning and software utilization for outbound electronic communications to crews. Reporting to the Director Storm Operations, this individual is responsible for ensuring timely storm call outs, roster build, crew confirmation, equipment allocation and proper roster submission to the Utility. They will act as a liaison for safe mobilization/deployment of crews, and ensuring communication between GMB Storm Operations and resources deployed to affected areas is clear, and timely. Additionally, they will assist with ensuring daily crew reporting requirements are met (i.e. timekeeping), proper demobilization or reallocation of men to sequential storm work is properly and safely orchestrated. They will perform debriefs after storms to gather feedback and ensure continuous improvement in future response processes. The Emergency Response logistics manager ensures that all logistical operations run smoothly, safely, and in compliance with contractual and regulatory requirements, contributing to the overall success of GMB Power Line Services, LLC. This role is an “on call” position and will work closely with our Director Storm Operations.


Key duties and responsibilities:

Emergency Call Out Management and Logistical Oversight / Orchestration

Maintain linemen outreach materials, proactively working to attract qualified linemen and ensure a steady supply of skilled workers for emergency response needs for preset rosters.
Streamline GMB In House established Rosters for Crews on GMB “First Call” confirmation list.
Standardized templates which align with Utility Customer requirements to optimize the transfer of data from GMB rosters to Utility Customer’s required templates and tools.
Leverage outbound communication software to broadcast a call out to our enrolled contacts and manage all application for crew sign up data collection. (inclusive of data exports for call confirmation purposes)
Build and confirm crew rosters based on storm requirements and availability in accordance with Utility Customer specifications.
Brief crew members on storm response plans upon call confirmations during the job roster build process.
Regularly update and communicate with Utility Customers regarding crew statuses, from the creation of job rosters to mobilization and demobilization, ensuring timely and accurate information is provided.
Act as point of contact for crews and GMB Storm Operations Leadership to ensure smooth communication and coordination throughout the storm response process.
Coordinate with the Director of Transportation to ensure the availability of necessary equipment for deployment.
Oversee the smooth demobilization of crews, equipment, and resources at the conclusion of storm calls.
Ensure all demobilization activities are properly documented, including tracking of crews and equipment returns.
Collect, audit and hand off proper documentation to both the accounting team and the Director of Transportation.

Logistics Planning, Accommodations and Travel Arrangements (When Applicable)

Develop and standardize logistics processes for crew mobilization, equipment readiness, securing accommodation, and transportation during storm responses.
Assess needs and book lodging for deployed crews, considering the storm’s duration and proximity to affected areas.
Arrange travel for crews and equipment to storm-affected regions, including flights and local transport if necessary.
Ensure all logistics activities comply with safety, regulatory, and contractual requirements.

Continued Communication and Emergency Response Operational Support

Monitor and confirm crew check-ins, ensuring that all personnel arrive at designated locations promptly and adhere to scheduled timelines, maintaining operational efficiencies and minimizing delays.
Maintain real-time communication with field crews, dispatchers, and Utility Customers to provide updates, resolve issues, and ensure safe operation.
Addresses emerging logistical challenges such as equipment malfunctions, road closures, or adverse weather conditions, and coordinate additional resources as needed.


Vendor Relationship Management

Build and maintain relationships with key vendors and suppliers, ensuring the availability of necessary resources (e.g., equipment, lodging, transportation) during emergencies.
Work with vendors to negotiate favorable contracts, ensuring competitive pricing and service-level agreements are met, while maintaining strong vendor relationships.
Continuously monitor market conditions and vendor performance, ensuring cost-effective and reliable sourcing of supplies and services.


Post-Storm Evaluation and Storm Reporting

Conduct thorough reviews of storm responses, assessing internal process and identify areas for operational efficiency.
Collect feedback from crews and stakeholders to identify improvements for future operations and storm calls.
Develop, maintain and distribute standard Storm Response Reporting Dashboards to internal leadership teams.

Responsibilities may also include other duties as assigned.


Education Requirements & Experience Qualifications

Bachelor’s degree in logistics, supply chain management, business administration, or a related field.
Relevant certifications or training in emergency management or project management is a plus.
3+ years of experience in logistics, emergency management, or operations coordination.
Familiarity with crew management, transportation logistics, and vendor relationship management.


Technical Skills

Proficiency in using logistics and project management software.
Experience with deployment systems and real-time tracking.
Highly Proficient with Microsoft Office Suite, particularly with Microsoft Excel and data visualization tools.
Familiarity with outbound communicator tools (SMS Texting / Marketing Platforms, and Systems Automations etc.)
Experience with outbound survey platforms for data collection, data export, import templates and data mapping.
