Overview:
The Lead Project Procurement Specialist (“PPS”)– Material, Services & Logistics (“MSL”) is responsible for providing leadership and project management for material procurement, logistics and warehouse services to ensure effective and efficient material management and project execution. The Lead PPS will provide direction and integrated coordination of strategies and processes to affected parties that will result in optimal levels of inventory through procurement and management of purchase materials and logistics. This role will interface with project managers, material managers, third party warehouse and logistics companies, site personnel / construction contractors, and may include indirect/matrix supervisory responsibilities for material management personnel.

Responsibilities:
•Operationalize best practices, strategies, and training to drive a safety mindset.
•Ensure compliance with relevant regulations and safety standards.
•Implement and maintain established, consistent processes for the safe, efficient, and cost-effective receiving, storing and distribution of project equipment, applicable purchased materials, taking advantage of available technology, where feasible.
•Assist management with the development and implementation of inventory, warehouse, and logistics strategies.
•Partner and collaborate with other departments, business units, 3PL warehouse, e.g., Engineering, Development, Transmission Project Execution, Supply Chain, etc. to understand challenges and best practices and identify optimization opportunities to ensure effective and efficient material management.
•Work with Engineering / Development / Project Execution to identify project specific ordering requirements from Bills of Material and communicate risks / problem areas / solutions, i.e., obsoletions, substitutions, etc. accordingly.
•Develop and implement Project Material Registry to populate with current delivery ‘need by’ dates, delivery location, specific requirements, etc.
•Facilitate communications between internal customers and 3PL warehouse personnel.
•Monitor agreed upon 3PL performance against established metrics and KPIs and document / communicate any successes and challenges to Sr. Manager.
•Review lead time / delivery data and identify opportunities for improvement.
•Proficiency with Infor, both EAM and FSM, data analysis, delivery date review / management.
•Provide Logistics and Material support in an emergency preparedness role.
•This role may be expanded to include other areas of PPL materials / logistics management in the future.
•Perform all other duties and projects as assigned.
Qualifications:
Basic Qualifications
•Bachelor's degree in Business, Logistics, or related field, or an equivalent combination of education and experience on a year-for-year basis is required.
•A minimum of 7 years of experience in inventory, procurement, or a related field.
•Experience in Excel including ability to develop charts, pivot tables, and advanced formulas.
•Excellent analytical and problem-solving skills to collaborate on and implement effective and efficient inventory and warehouse management strategies.
•Strong communication and interpersonal skills to interface with other departments and ensure smooth, efficient operations.
•Proven track record of successfully managing stakeholder relationships to further support advancement of department/company initiatives.
•Proficiency in Microsoft Suite.
Preferred Qualifications
•Knowledge of inventory and warehouse management software and systems to monitor and analyze performance metrics and ensure accurate inventory records.
•Project leadership experience in inventory and warehouse management.
•Lean Six Sigma Black Belt
•Working knowledge of Infor, Oracle, and Power BI or other inventory management systems

Typical office or warehouse environment.
Potential exposure to heat, cold, stress, dirt, noise, etc. in company operating environments and storage facilities.
Typical 8-hour workday (8am – 5pm)
Physical Effort
Primarily sitting with some standing and walking. Must be able to drive to remote locations.
Frequent travel (roughly 30%) required to company offices, operations service centers, and warehouse storage locations.
