The ideal candidate is an experienced IT professional with a background in leading technical teams that support software architecture, back-end systems, and escalated application support. They are skilled in managing the full software lifecycle, from development to operations, and have hands-on experience with non-production environments, software-as-a-service, cloud administration, and transitioning new systems to operations teams.
This candidate demonstrates strong leadership in mentoring technical staff, managing projects, and establishing effective team workflows. They collaborate across departments to develop best practices and foster a culture of continuous improvement and service excellence.
INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. Under general direction, plans, organizes, supervises and evaluates the work of an assigned Information Technology section engaged in providing technology solutions and services to meet District/SNWA strategic, business, operational and public service requirements; consults with customers to stay abreast of their business and operating requirements and to ensure their technology needs are being met; provides professional thought leadership in areas of assigned responsibility; may serve as project manager for mid- to large-scale projects and initiatives; and performs related duties as assigned.
Principles, practices and techniques of information technology management, including applications design, software development methodologies and hardware and software options for business, engineering and operations applications; the software development life cycle; Agile development concepts and methodologies; operating system architectures, characteristics, components, uses and limitations applicable to the District information technology environment; network architectures and theory and principles of network design and integration; principles, practices and methods of systems/networks and database administration and maintenance; database management and storage systems and software; internet/intranet technologies and design concepts; project management methods, tools and techniques; troubleshooting principles and practices applicable to assigned areas of responsibility; customer relationship management and internal consulting concepts and practices; systems integration and optimization design concepts and techniques; principles and practices of public administration, including budgeting and purchasing; District functions and associated information management needs; the principles and practices of effective supervision; District human resources policies and labor contract provisions.
Plan, organize, integrate and supervise an information technology unit; build teamwork and collaboration within unit and with other units and departments to optimize results; develop and maintain effective customer relationships with other department managers and customers; develop a "big picture" conceptual framework and apply state-of-the-art technology, business management and process improvement techniques to formulating integrated, efficient, cost-effective and business-based technology solutions to customer operational and service delivery problems and issues; effectively carry out project management responsibilities; apply critical thinking skills to isolate problem causes, perform root cause analysis and formulate solutions and workarounds; identify information management issues and opportunities, analyze problems and alternatives, apply known technical solutions and develop sound conclusions and recommendations; set priorities and allocate resources to most effectively meet needs in a timely manner; develop and implement appropriate procedures and controls; prepare clear, concise and accurate reports and other materials; communicate clearly and effectively to diverse audiences of technical and non-technical personnel, orally and in writing; exercise sound independent judgment within general guidelines; use tact and diplomacy when dealing with sensitive, complex and/or confidential issues; establish and maintain highly effective customer-focused working relationships with all levels of management, employees, consultants, contractors, vendors and others encountered in the course of work.
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with major coursework in computer science, management information systems, GIS, geospatial sciences or a closely related field; and five years of progressively responsible professional information technology experience, at least one of which was at a project manager level; or an equivalent combination of training and experience. Experience in a government or public utility setting is highly desirable.
A valid Nevada driver's license and ability to maintain insurability under the District's Vehicle Insurance Policy may be required for certain assignments.
