Under general supervision, ensure the streamlined operation of the IT Department with the business objectives of the organization; provide technical support of network software and hardware. Manage and administer the operation of the Lower Valley Water District (LVWD) networks and systems accessed by LVWD and its affiliates. Work closely with decision makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization. Establish and Oversee development of information systems related standards, policies, specifications and administrative procedures and best practices, including systems security. Position involves on-call status, adhering to strict deadlines, and responding to other department’s inquiries and complaints.

The following is a summary of essential functions and duties required for the position of Information Technology Manager. · Utilize a high degree of professional and technical knowledge and experience to manage the District's multiple laptop and desktop computers and networked personal computer client server systems and to provide a variety of services to District operations and staff.
· Plan, design, coordinate and administer computer related activities and subsystem including all workstations, resolving network operational issues, maintain computer and network hardware, software and the network.
· Supervise Information Systems (IS) staff and oversee consultants responsible for systems administration, analysis, and programming and reporting as well as technical staff responsible for desktop computer hardware/software, network administration, IT and facilities automated security, and telecommunications operations and maintenance.
· Coordinate work of the Division with other District departments to provide timely, cost-effective, integrated systems and related support.
· Provide information, direction and/or recommendation regarding computer equipment and software.
· Plan and coordinate installation and upgrading of hardware and software.
· Plan, upkeep and maintain the security of the network as well as the overall security for the organization.
· Analyze the computer and information needs of the organization to determine short and long range system, procedural, security, and communications requirements.
· Perform routine operation and maintenance of computers and peripherals to include processors, disk drives and printers as well as security equipment.
· Performs system maintenance including backup and recovery, test/disk reformatting and archiving of data.
· Provide Local Area Network (LAN) Help Desk support to include managing user accounts and basic maintenance, troubleshooting, and testing of LAN hardware and software products.
· Maintain system logs and schedules data processing requests.
· Maintain records and reports on network problems for maintenance review and planning future upgrades.
· Consult with users, management, vendors, and system administrators to assess computing needs and systems requirements.
· Keep abreast of technological trends and new product developments.
· Establish plans for preventive maintenance and use of equipment.
· Manage the budget for the Information Technology Department.
· Monitor Department’s performance metrics and provides presentations and reports as required.
· Maintain asset inventory records and issuance of software and hardware to District personnel.
· Administer contracts for service maintenance and access to data communications external to the LVWD network.
· Assist the General Manager with Request For Proposals (RFPs) for all equipment and services utilized for the LVWD system.
· Establish and maintain effective working relationships with managers, employees, officials, and the public.
· Supervise department’s staff, provide technical and training support, coordinate duties such as help desk, hardware, and programming support and troubleshooting.
· Make recommendations to the General Manager, and Department heads on best choices for awarding contracts, and negotiate and oversee IT-related contracts as assigned.
· Monitor and oversee department operations to assure that services delivered comply with contract provisions, applicable laws, rules and regulations established by federal, state, and local laws and applicable standards established by the District and Board of Directors.
· Oversee the performance a variety of activities and operations associated with Geographical Information Systems (GIS) and database development and maintenance; perform related work as required and maintain GIS related contracts.
· Responsible for making financial recommendations on capital purchases, annual budget and expense allocations; oversees financial planning for departmental functions and needs in accordance with District and Board of Directors guidance.
· Maintain safe work practices according to District’s rules and policies.
· Perform any other duties as assigned by the General Manager.
The following generally describes the knowledge and qualifications required to perform the essential functions and duties of the position of Information Technology Manager.
Education and Experience Guidelines– Below is a summary of the minimum educational qualification requirements for position of Information Technology Manager.
Education/Training: Bachelor’s Degree in Computer Technology, Management Information Systems and/or related field. A minimum of four (4) years of related experience might be substituted for two (2) years of an associate degree in related fields. Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Experience: Four (4) years’ experience in computer networks, hardware, and software and data communication to include the latest Microsoft Windows server. Two (2) years experience in a management or supervisory capacity. Keyboard and Personal Computer knowledge is required.
· Texas Class “C” Driver’s License and must have an acceptable driving record.

Environment: This position functions in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. May be exposed to noise, dust, and inclement weather conditions. Occasional exposure to stressful social environments may occur.. Must be able to participate in a 24 x 7 on-call rotation to provide off hour & weekend support in the event of an emergency.
Physical: This would require the ability to lift files, open filing cabinets and bend or stand as necessary; to operate office equipment requiring repetitive hand movement and fine coordination including use of computer keyboard; ability to operate a vehicle to travel to various locations; and to verbally communicate to exchange information. May sit or stand for extended periods. Occasional balancing, bending, stooping, crouching, kneeling, squatting, pushing/pulling, lifting, carrying, and reaching from all levels; carrying up to 25 pounds occasionally.
Vision: Must be able to see in the normal visual range, with or without corrective devices. Must be able to read.
Hearing: Must be able to hear in the normal audio range, with or without corrective devices.
Travel: Travel is primarily local during the business day, although occasional out-of-area and overnight travel may be required.
