Summary:
The HSE & Transportation Specialist supports the health, safety and environmental (HSE) and transportation compliance activities for the Company by providing technical, operational, and administrative support of the Company’s HSE Management System across our operations.
The position will require frequent travel for field visits to Certarus operations sites throughout the region including HSE monitoring at client field locations. The position reports directly to the HSE Manager.
Schedule:
•This position holds normal business hours and is ready to support 24-hour operations
•The position involves daily regional travel between customer sites and Certarus’ regional hubs
•Multi-day travel up to 20-25%
Duties & Responsibilities:
•Serve as a technical expert on matters relating to OSHA, DOT, FMCSA, MSHA, EPA and other Federal/State regulations
•Support adherence to company policies and regulations governing Certarus operations
•Work closely with Regional Operations Managers on design, implementation and maintenance of HSE and DOT policies and procedures
•Responsible for training and in-cab practical evaluations/coaching of new and existing employees while driving as regulated by the Department of Transportation
•Support Certarus’ Driving Safety and Transportation Compliance Programs
•Assist, identify/monitor and communicate with a supervisor about drivers displaying unsatisfactory or marginal driving skills and recommend remedial actions, equipment restrictions, and other corrective measures
•Perform and verify route hazard assessments to ensure that drivers are avoiding existing and potential hazards
•Conduct pre-trip audits, and Hazmat inspections before assets depart from hub
•Support regional teams by reviewing driving-related Hazard IDs / BBOs, and other driving-related risk assessments
•Support and advocate driving safety programs and policies
•Serve as a key member of the Joint Health and Safety Committee
•Provide HSE support and guidance to operations personnel
•Conduct regular field audits of Certarus facilities, equipment, and client site operations
•Identifies and implements applicable HSE-related regulatory requirements
•Support corporate and site level safety meetings
•Lead HSE and transportation new client prequalification meetings and audits existing clients
•Track and report statistics related to HSE and transportation compliance performance
•Support and lead incident investigations, report writing and closing out corrective actions
•Assist hiring managers with employee onboarding, documentation, and recordkeeping
•Advise Management of HSE and transportation compliance concerns
•Develop and update HSE policies under the guidance of the Manager
•Work on special projects under the guidance of the Manager
•Liaise with client and customer entities to support the incident investigation process
•Track corrective actions and manage them to closure
•Review hazards submitted through the hazard ID app and provide feedback for each submission
•Advises on WCB cases and safety sensitive HR decisions
•It is encouraged for all Specialists to have and maintain a valid Class A CDL with Hazmat & Tanker Endorsement, along with an excellent driving record
•Other duties as assigned
Requirements:
•Minimum 5 years of directly related work experience in an HSE/Transportation compliance role
•Bachelor’s degree in Occupational Health & Safety or related discipline, or a combination of education and experience preferred
•Strong knowledge of FMCSA, DOT, OSHA and/or MSHA regulations
•Experience implementing HSE and DOT policies and procedures
•Self-starter capable of working under minimal supervision
•Demonstrated organizational skills
•Excellent written and verbal communication skills
•Proficient in MS Office with an aptitude to learn new computer programs quickly
