The HSE Administrator plays a critical role in supporting the Health, Safety, and Environmental (HSE) department at UPSIS by managing the daily administrative functions that drive compliance, safety performance, and operational excellence. This position ensures that all regulatory, client, and company HSE requirements are accurately tracked, documented, and reported, providing leadership and employees with the tools and information needed to maintain a safe and compliant workplace.
The HSE Administrator is responsible for maintaining third-party compliance platforms, ensuring that operator qualifications, training records, and certifications are kept current. This role also oversees the organization and accuracy of OSHA logs, safety audits, corrective action tracking, and the continuous maintenance of HSE policies, procedures, and forms.
By coordinating data collection, generating HSE metrics, and supporting regulatory reporting, the HSE Administrator helps identify trends, strengthen safety initiatives, and reduce risk across both office and field operations. Additionally, this role serves as a point of contact for employees, contractors, and clients regarding HSE administrative requirements, thereby reinforcing UPSIS’s commitment to compliance, accountability, and a strong safety culture.

- Maintain and update computerized HSE information systems and databases.

- Assist with compliance inspections and provide administrative support for HSE audits.

- Provide administrative support during regulatory inspections, client reviews, and internal safety initiatives.
- Maintain accurate training records to support compliance, audits, and client requirements.
- Stay informed on industry trends, regulatory updates, and emerging technologies.
- Responsible for enforcing the Stop Work Authority.

Education and Experience
: (Minimum and preferred education and experience to effectively perform this role. Must achieve one of the requirements below.)
- Minimum: High School Diploma, GED, or Equivalent.
- Preferred: Associate’s degree in HSE, Business Administration, or related field (bachelor’s preferred).
- 3–5 years of experience in HSE administration, compliance, or related role.
- Proficient in Microsoft Office Suite (Word, Excel, Outlook, Adobe).
- Experience with third-party safety platforms (ISNetworld, Avetta, Veriforce) preferred.
- Familiarity with Safety Councils, Certificates of Insurance, DISA, NCMS, DOT, and pipeline compliance desirable.
- Strong organizational, communication, and problem-solving skills.
Work Environment

- This position is in an office environment with travel to the field, requiring travel to, though, and in the field construction sites in outdoor ambient conditions, including extreme weather, uneven surfaces, heights, and locations where chemicals and flammable material are being used, processed, and treated.
- Travel may be required for up to 35% of the time, depending on business needs.
- Work environments include office settings, field locations, and manufacturing, chemical, or refining facilities, which may involve exposure to loud noise, hazardous substances, temperature extremes, and confined spaces.
- Must be able to lift, carry, and manipulate objects weighing at least 25 pounds consistently.
- Required to wear appropriate personal protective equipment (PPE) and safely navigate stairs, ladders, scaffolding, and uneven surfaces.
- Must have clear and accurate vision and hearing to perform tasks and communicate effectively safely.
- Must possess sufficient physical dexterity to bend, stoop, reach, and handle tools, materials, and equipment regularly.
