Overview

The DOT Health Compliance Specialist ensures that all employees and operations comply with DOT regulations related to health, safety, and drug and alcohol testing programs. This role involves monitoring compliance, conducting internal process audits, maintaining federally required records, and supporting the development of policies in line with federal and state requirements.

This position can be based out of PPL's corporate offices located in either Louisville, KY or Allentown, PA or Providence, RI.


Responsibilities

The Health Compliance Coordinator position may be hired at a level II or level III. Responsibilities noted below reflect those of the level II role. Additional/varying responsibilities may be included for the level III position.

Ensure company adherence to DOT and FMCSA (Federal Motor Carrier Safety Administration) health and safety regulations, including driver qualifications and drug and alcohol testing programs.

Monitor the administration of pre-employment, random, post-accident, and reasonable suspicion drug and alcohol testing.
Maintain accurate and confidential records of employee driver qualification files including medical certifications (e.g., DOT physicals, Commercial Driver’s License (CDL) medical cards).
Conduct internal audits of processes and programs to ensure compliance with DOT and other regulatory requirements.
Coordinate with third-party administrators (TPAs), DOT medical examiners, Medical Review Officer and state and federal agencies to ensure timely and certified results.
Assist in policy development and training programs related to DOT health compliance.
Monitor and interpret changes in DOT regulations and communicate necessary updates to stakeholders.
Respond to driver record inquiries from employees, managers, and regulatory agencies.
Assist with preparation of required reports to regulatory agencies.
Responds, processes, and provides information for any confidential requests or holds (arbitrations, litigation, regulatory, acquisition, regulatory audits).
Effective communication with employees, management team and external partners to enforce compliance with federal regulations and company policies.
Supports, updates, and maintains metrics and performance indicators to ensure record completeness and compliance.
Coordinate DOT FMCSA internal and external audit preparation as necessary.


Qualifications

The Health Compliance Coordinator position may be hired at a level II or level III. Level offered will be determined by the successful candidate's background, education & experience.


Level II Basic Qualifications

Bachelor’s Degree with a minimum of one year of experience in records management, DOT compliance, or auditing.
Associate's Degree with a minimum of three years of experience in records management, DOT compliance, or auditing.
Strong knowledge of DOT/FMCSA/PHMSA regulations and 49 CFR Part 40 (drug and alcohol testing).
Excellent organizational and record-keeping skills.
Ability to coordinate a large amount of data points from various platforms and sources.
Ability to communicate effectively with employees, managers and external partners.
Strong attention to detail and ability to analyze regulatory requirements.
Ability to multi-task and prioritize workload with minimal amount of supervision.
Ability to work both independently and collaboratively with others as needed.
Proficient in Microsoft Office Suite


Level III Basic Qualifications

Bachelor’s Degree Bachelor’s degree with a minimum of five years of experience in records management, DOT compliance, or auditing.
Expert knowledge of DOT, FMCSA, OSHA, and 49 CFR part 40 regulations.
Demonstrated experience leading internal audits and managing regulatory inspections.
Strong analytical, problem-solving, and decision-making skills.
Ability to communicate effectively with employees, managers and external partners.
Strong attention to detail and ability to analyze regulatory requirements.
Ability to multi-task and prioritize workload with no supervision.
Ability to work both independently and collaboratively with others as needed.
Proficient in Microsoft Office Suite


Level II Preferred Qualifications

Proficient in DOT federal regulations with the ability to read, interpretate, and search regulations (DOT, OSHA, etc.)
2+ years’ experience of Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA) and Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations as they* to gas operations, driver and vehicle qualifications and drug and alcohol testing and related compliance issues.
2+ years of auditing experience.
Designated Employer Representative experience as defined by DOT federal regulations.
Excellent analytical, problem-solving, and decision- making skills.


Level III Preferred Qualifications

Proficient in DOT federal regulations with the ability to read, interpretate, and search regulations (DOT, OSHA, etc.)
5+ years’ experience of Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA) and Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations as they* to gas operations, driver and vehicle qualifications and drug and alcohol testing and related compliance issues.
3+ years of auditing experience.
Designated Employer Representative experience as defined by DOT federal regulations.
Excellent analytical, problem-solving, and decision- making skills.
