The Grants and External Affairs Manager supports DISA’s mission by leading grant management, public engagement, and stakeholder relations. This role manages federal and state grant applications and compliance, drives marketing and public relations initiatives and oversees DISA’s digital presence. The Manager also builds relationships with community partners, Tribal governments, and policymakers, while monitoring legislative developments and supporting DISA’s advocacy at state and federal levels. The successful candidate will thrive in a dynamic start-up environment, wearing multiple hats and contributing to many areas of business development.
- Bachelor’s degree required; advanced degree in public policy, communications, business, or related field a plus.
- 5–10 years of relevant experience in government affairs, public affairs, grant/project management, stakeholder engagement, or communications.
Chief External Affairs Officer (CEAO), unless otherwise designated.
- Support the CEAO in identifying, applying for, and managing federal and state grants, ensuring compliance and timely deliverables.
- Coordinate cross-functional teams and develop project management systems to keep complex initiatives on schedule.
- Lead public engagement and PR efforts for DISA’s work, including overseeing remote staff as needed.
- Assist in marketing strategy, campaigns, digital presence, and content management across website, social media, and stakeholder communications.
- Draft and edit press releases, op-eds, talking points, and executive briefing materials; track media coverage and raise brand visibility.
- Build and maintain relationships with stakeholders, including industry partners, NGOs, community groups, and Tribal governments; manage engagement databases.
- Represent DISA at external events, conferences, and coalition meetings.
- Monitor state and federal legislative/regulatory developments and support policy engagement in CO, UT, NM, AZ, and WY.
- Prepare summaries, reports, and recommendations for the CEAO and senior leadership.
- Support DISA’s ongoing work with DOE, DOI, USDA, EPA, DOD, and Congress.
- Abide by all policies and procedures established by DISA.
- Attend and participate in all required safety trainings.
- Assist with any task required by the direct supervisor.
- Excellent writing, editing, and communications skills, including experience preparing materials for senior executives and external audiences.
- Experience engaging with government agencies (federal and/or state) and comfort navigating political, regulatory, or policy environments.
- Experience with grant processes, contracts, and compliance requirements preferred.
- Strong interpersonal skills and ability to build coalitions and partnerships across diverse stakeholders.
- Demonstrated ability to independently manage projects, juggle competing priorities, and meet deadlines with minimal supervision.
- Apply strong analytical and problem-solving skills to manage multiple projects effectively.
- Communicate clearly and professionally, both verbally and in writing, to collaborate with colleagues, stakeholders, and clients.

- Must be able to sit and/ or stand for extended periods of time.
- Must be able to lift up to 25 lbs. occasionally.
- Must be able to interact with people and technology while either standing or sitting.
