Weber Basin Water Conservancy District is Northern Utah’s Regional Water Supplier for: treated municipal water, wholesale irrigation water, retail secondary irrigation water, untreated industrial water and groundwater replacement water. The schedule for this position is Monday-Friday from 8:00 a.m. - 4:30 p.m.

Under the guidance and direction of the Information Services Division Manager, this position develops and maintains the District’s Geographic Information System (GIS). This can encompass everything from utilizing ArcGIS Server to its full extent to writing scripts and SQL queries to optimize work flows and processes. A successful candidate will take ownership of the GIS and expand its abilities and impacts on the District’s operations. The duties are of a wide range - from fairly routine to highly technical.
ESSENTIAL JOB FUNCTIONS (Not necessarily a comprehensive list.)
- Creates, maintains and updates GIS databases and web applications.
- Inputs all District infrastructures into the GIS and makes available to District personnel.
- Inputs all District rights-of-way into the GIS.
- Prepares maps of District facilities and supports each department with mapping information.
- Gathers survey data of District infrastructure using GPS equipment.
- Supports each department with GIS needs.
- Trains users on GIS operations and procedures.
- Maintains District licenses for a variety of software such as ArcGIS, Innovyze InfoWater, AutoCAD, Trimble Business Center, etc.
- Promotes and adheres to the District’s core values (collaboration, ownership, mutual respect, professionalism, appreciation, safety and sustainability).
OTHER JOB FUNCTIONS (Not necessarily a comprehensive list.)
- Assist with routine IT maintenance/troubleshooting.
- Perform other duties as assigned.
MINIMUM QUALIFICATIONS(The education and experience requirements for this job may be satisfied by any acceptable equivalent combination of education and experience.)
Education: Associates degree plus two years’ experience or Bachelor’s degree (preferred) from accredited college or technical school in Geography with emphasis in GIS, GPS, Surveying, or related subject.
Experience: Minimum of two years experience in GIS environment.
Knowledge: Knowledge of concepts in IT, GIS, GPS and surveying. Knowledge of programming in Python or Visual Basic as well as creating SQL queries is a plus.
Skills: Proficient in GIS software, especially ArcGIS Pro and ArcGIS Server, basic networking principles are desired as well experience with the Microsoft Office Suite.
Abilities: Ability to operate and use servers, personal computers along with software such as databases, spreadsheets, word processing, and e-mail. Ability to use a large format printer and scanner. Ability to analyze problems and to develop and implement plans to resolve problems. Ability to troubleshoot and provide support for GIS applications, Windows operating systems, and Microsoft Office software (Outlook, Word, Excel, Access). Ability to communicate effectively orally and in writing, ability to work effectively with other District personnel, public and private agencies and officials, and the general public.
Special Qualifications: Must have and maintain a valid driver’s license and an acceptable driving record per District policy in order to drive District vehicles.
