Geographical Information Systems Specialist I-II

Job Summary

Under supervision, perform Geographic Information Systems (GIS) mapping; utilize GIS software; create mapping products for internal and external shareholders; and to provide assistance to other staff as necessary.

DISTINGUISHING CHARACTERISTICS Geographic Information Systems Specialist I

This is the entry-level class in the GIS Specialist series. The GIS Specialist I is assigned to work on projects under the general guidance of more experienced GIS staff. Positions assigned to this class will usually perform routine data updates and systems maintenance in addition to assisting with database management and complex projects.

Geographic Information Systems Specialist II

This is the journey-level class in the GIS Specialist series. The GIS Specialist II is expected to perform duties associated with all prior position levels as necessary. Positions assigned to this class are distinguished from the GIS Specialist I by having a proven track records of complex project completion in a lead role. In addition, positions assigned to this class have responsibility for database management within a functional area.

DUTIES AND RESPONSIBILITIES In Accordance With California Business And Professions Code 8726

Create, maintain and support a variety of GIS datasets, applications and databases, including electrical and irrigation asset datasets, and coordinate and maintain service connections to external data sources provided by a variety of other entities.

Perform comparison and visualization of a variety of datasets. Perform geospatial transformations and ensure topological quality assurance.

Prepare and create a variety of geographic mapping products including District asset maps, overview maps and a wide variety of other maps, exhibits and other geospatial products to support a broad number of District departments.

Produce and maintain public information mapping products, including physical maps and diagrams as well as electronic mapping applications for customers, officials, other entities and members of the public.

Following established procedures, enter parameters and generate standard GIS products including maps, shape files, graphics, tables and reports; generate custom maps of routine to moderate complexity to meet specific customer requirements; research and respond to customer requests for information.

Utilize GIS, database management software, and other software including CAD and specialized data applications. Manage user accounts for access to GIS systems and data.

Perform field data collection activity including, but not limited to, operation of mobile data collection hardware, global navigation satellite system receivers, terrestrial and mobile LiDAR or photogrammetric equipment to capture geographic position data and associated attribute or ancillary data as necessary for use in the District GIS. Assist and participate as a Land Survey crew member on an as-needed basis.

Maintain, update and configure complex datasets for GIS mapping and analysis, including performing field data collection functions.

Program, test and deploy applications supporting the District’s GIS program and associated dependent programs. Coordinate with District IT staff as appropriate to ensure successful implementations.

Provide technical support to other District staff. Troubleshoot and recommend for implementation fixes, patches, or modifications to District GIS deployments and hardware as necessary.

Review documents to assure compliance with District standards; prepare reports and correspondence related to compliance.

Adhere to procedures and prepare documentation for assigned area of assignment.

Perform other related duties as required or assigned by supervisor.

QUALIFICATIONS Required Skills

Geographic Information Systems Specialist I-II

Usually exhibited by a person with a Bachelor’s degree from an accredited college or university with a focus in Geographic Information Systems, Geography, Land Surveying, Computer Science or a related field.

Experience Geographic Information Systems Specialist I

None required.

Geographic Information Systems Specialist II

Usually exhibited by a person with four (4) years of increasingly responsible GIS Specialist experience.

Skills And Abilities

Interpersonal and Communication.

Geographic Information Systems Specialist I-II – Must have ability to: understand and carry out oral and written instructions; establish and maintain effective working relationships with those contacted in the course of work; communicate clearly and concisely, both orally and in writing.

Technical and Analytical.

Geographic Information Systems Specialist I –

Must have knowledge of: basic scripting languages and conventions, mathematics including basic trigonometry; modern office procedures, computer equipment and software applications. Ability to: utilize a variety of computer applications pertaining to area of assignment; interpret and manipulate large geospatial datasets; and prepare and maintain accurate records, files, reports and correspondence.

In addition to the qualifications for Geographic Information Systems Specialist I: Geographic Information Systems Specialist I I –

Knowledge of: programming and database management practices; methods, practices and principles involved in maintaining effective geospatially-enabled assets and operational datasets; methods, practices and principles involved in coordinating GIS data connections across a variety of functional units for data interoperability.

Necessary Special Requirement

Geographic Information Systems Specialist I-II

Possession of an appropriate California driver's license.
