We are looking for a seasoned safety professional to provide strategy and oversight of the development of programs, procedures, and processes that make up our Safety Management System. This position will be a key leader in the strategic approach to developing and maintaining programs that support a learning environment and a workplace where physical and psychological safety is a core value across all work groups and levels within the organization. This role provides leadership, support, and vision to City Light’s Safety, Health and Wellness programs and incorporation of Human and Organizational Performance (HOP) principles; it is a key element of the leadership team for the Safety, Health, and Wellness (SHaW) Division, reporting to the Safety, Health and Wellness Director.
As our ideal candidate, you will have a good working knowledge of Program Management as it applies to developing and implementing programs and procedures related to Safety and HOP, possess strong interpersonal, listening, and communication skills, and experience in policy and process development and implementation. You will demonstrate critical thinking skills, work independently, and use discretionary judgment. You will be curious and have the willingness to learn, as well as the ability to resolve complex issues that involve diverse staff units and functions.
Job Responsibilities
Here Is More About What You’ll Be Doing
- Provide strategic leadership and goals for Safety, Health and Wellness team, supervising and managing Specialists as assigned.
- Oversee development of employees, directly and indirectly managed, and make effective staffing decisions.
- Provide day to day supervision of a Safety team including up to 8 or more employees
- Collaborate with the Strategic Advisor/Manager of Industrial Hygiene to analyze work practices and develop methods that ensure the utility's compliance with complex state and federal regulations and applicable industry standards such as ANSI, ASTM, and NFPA.
- Positively influence work, recognizing and reinforcing desirable health and safety behaviors and leading by example.
- Partner cross-functionally with operational leadership to improve physical safety, psychological safety, and working conditions for all employees.
- Collaborate with the Training group to identify and plan Safety, Health, and Wellness training programs, ensuring that employee needs are provided with appropriate and effective training.
- Participate in and lead investigations related to accidents, unsafe acts and conditions, and near misses using effective tools, including but not limited to Learning Teams; communicate findings and trends as appropriate.
- Participate in utility and citywide functional organization meetings, safety meetings, committees, and special project meetings as needed.
- Provide direction and technical expertise to supervisors and managers to facilitate, coordinate, and implement safety, health and wellness programs and activities.
- Develop, facilitate, or coordinate training and promote safe and healthy practices and working conditions in a variety of environments and situations for all employees; provide guidance and expertise for safety training and safety-related elements in technical training.
- As needed, participate in and lead learning teams and learning reviews related to incidents and other applications.
Qualifications
Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has: Education:Bachelor's Degree in Occupational Health, Safety, Toxicology, Industrial Hygiene, Biology, Engineering, or a related field (or a combination of education, training and/or experience which provides an equivalent background required to perform the work of the class).
Experience:
Requires five years of progressively responsible experience in safety and industrial hygiene programs. This should include at least two years of safety management experience. Experience advising senior management on program direction and policy alternatives.
Certification/License:
Current valid state issued driver’s license from any US state to be verified prior to start date. Out of state license holders will be required to obtain a WA state license within 30 days of hire.

- Must have excellent leadership skills and the ability to effectively lead and develop a team while providing the ongoing support and program development and oversight needed to maintain a positive safety culture.
- Experience supervising teams of four or more direct reports who work as a team and independently and support a larger organization of diverse workers.
- The successful candidate will have curiosity, enthusiasm, and the ability to interact positively with people across the organization and to learn and grow their skills.
- Knowledge of principles and practices of electric generation design, construction, maintenance, and operations as well as the safety regulations and industry standards that apply.
- Experience in conducting incident fact-finding and suggestions to provide detailed reports of findings to improve workplace safety.
- Display a functional understanding of group and organizational dynamics and a work history that demonstrates critical thinking, problem solving abilities and ability to work and communicate effectively across all levels of an organization.
- Strong interpersonal and partnership-based problem solving, organizational and analytical skills.
- Ability to lead and hold accountable self and others in developing a cooperative work environment that values the physical and psychological safety of all employees.
- Ability to put Human and Organizational Performance principles and concepts into everyday practice and to utilize those concepts in the practice of safety, incident investigations and continuous improvement of safety systems within the Utility.
- Excellent analytical and problem-solving skills, interpersonal skills and ability to work independently and collaboratively in a diverse environment.
- Ability to communicate clearly and concisely, both orally and in writing, with individuals throughout the organization.
- Requires a good understanding of OSHA/LNI regulations as well as Human and Organizational Performance concepts, Leadership, and learning team facilitation.
- Must have the interpersonal and technical skills and knowledge to work with other personnel to recognize and find solutions for behavioral, chemical, electrical, and physical hazards in the workplace.
- Ability to communicate clearly and concisely, both orally and in writing, with individuals at all levels of the organization.
- Experience in presenting information that promotes Safety, Health and Wellness and Organizational Excellence to large group
- Project management experience as it applies to research, development and implementation of Safety, Health and Wellness program development and implementation.
- Ability to meet strict deadlines without compromising accuracy, excellent product quality and attention to detail.

Additional Information
The full salary range for this position is $54.60 to $81.93 per hour.
