About This Job


The Position:

Reporting to the Field Network Supervisor, the Field Network Administrator works collaboratively to deliver secure, reliable field network infrastructure that enables a variety of workflows, which allow NHEC staff and field devices to function and communicate effectively, securely, and efficiently.


Responsibilities:

- Manage the day-to-day activities associated with the lifecycle of field networking systems and components, such as routers, switches, cellular modems and other supporting equipment to include implementation, configuration, management, troubleshooting and maintenance.

- Respond to support requests from the NHEC Service Desk and NHEC Operations staff.

- Maintain field facilities such as tower sites and shelters to include supporting systems.

- Participate in the design and lead the implementation of the field network architecture.

- Technical lead for departmental projects from initiation to completion.

- Provide guidance and high-level technical support to Field Networking staff. Promote technical excellence by coaching and training Field Network and NHEC team members.

- Coordinate activities of field network technicians. This includes day-to-day workload and project assignments, responding to and prioritization of work orders and tickets, and ensuring that documentation is updated as required.

- In conjunction with Field Network Supervisor, implement and manage backup, recovery tools and processes.

- Work closely with the recovery group to resolve communications issues in the field and to support response efforts when the Incident Response Plan is activated.

- Develop and maintain detailed technical documentation according to NHEC IT department standards.

- Maintain current and accurate inventory of Field Networking capital equipment, software applications, and contracts.

- Support Field Network Supervisor in team operations and support. Assist with management and prioritization of project list. Proactively alert Field Network Supervisor of issues that could improve Field Network procedures or systems that are not being addressed with the current projects list. Assumes role of Field Network Supervisor in their absence.

- Assist the Field Network Supervisor in strategic & budgetary planning and management of department finances. Participate in RFP and business case process as needed.

- Manage and engage with contractors and equipment vendors used by field networking.

- Participate in on-call rotation.

- Ensure field network systems adhere to NHEC’s security and safety requirements, industry best practices, and government regulations. Participate in department safety meetings, adhere to Employee Safety Rules and Procedures, recognize at-risk behaviors and conditions, and take corrective action or provide feedback.

- Perform radio frequency (RF) interference mitigation (power line interference and interference to NHEC equipment) as needed.

- Pursue continuous improvement of network systems and processes.

Required Education and Experience:

- Associate degree in Information Technology, Computer Science, or related field plus 4 years’ experience in similar role required or 6 years of progressive experience in lieu of degree. Comparable military training or an associate level Network certification, such as CCNA, will also be considered as experience.

- Strong critical thinking and problem-solving skills.

- Excellent written and verbal communication abilities.

- Highly organized with proven productivity and efficiency.

- Demonstrated project management skills, including task, time, resource, and risk management.

- Proficient in computer and office software for effective organization and communication.

- Extensive knowledge of networking concepts and protocols.

- Solid expertise in switching and routing administration.

- Must possess and maintain a valid Driver’s license and must meet the carrier standard for insurability

- Ability to obtain and maintain a NH DOT medical card.


Preferred Education and Experience:

- Bachelor’s degree in Information Technology, Computer Science, or related field.

- Knowledge of electrical utility industry.

- Knowledge of broadband technology.

- Strong background in networking technologies such as Cisco Systems or Juniper.

- Knowledge of industry standards such as BICSI, Motorola R56, TIA, NIST

- Practical understanding of fiber, microwave, ethernet radio, land mobile radio and leased circuits such as ELAN and MPLS.

- Experience with deployment and support of any of the following systems: microwave and towers, field networking, SCADA, AMI, and land mobile radios.

- Experience and/or certification in security technologies and best practices for field networking

- Power Restoration

- Assistance with power restoration is required of all employees.

- Employees will be assigned functions to support power restoration and for some employees that may be different from their normal duties.

- Such assistance may require working nights, weekends and holidays which may involve considerable extra hours.

- In order to meet this working condition, all employees are required to provide a personal phone number where they may be reached after hours. This number will only be used for internal purposes.

Working Conditions:

Must be able to work inside and outside. Outside work may require walking considerable distances over flat, mountainous, and thickly wooded terrain. The position is subject to work under adverse weather conditions and work-related hazards. Same day travel for support activities within the NHEC service area is frequently required. Occasional overnight travel for some types of work and training opportunities may be required. Normal work hours are 5 days a week, 8 hours a day, with some occasional after hours and weekend work required for Field Area Network and Communications infrastructure restoration efforts and routine operation and maintenance activities.

Will be required to work long hours on occasions, especially during major system outages. Limited travel required in the performance of work responsibilities and representing NHEC at various professional and association meetings.

- Prolonged sitting or standing

- Physically able to walk for extended periods of time in varied conditions, use hand tools, test equipment, carry workloads of 50lb, and work on ladders at heights of up to 40ft.

Compensation:

The targeted salary range for this position is $97,581.92-110,800.30  with anticipated pay for new hires between the entry and midpoint of this range and could vary above and below the listed range.

 Pay is based on non-discriminatory factors including but not limited to work experience, education, licensure requirements, proficiency and qualifications required for the role. The base pay is just one component of NHEC’s total compensation package for employees.
