Training Technologies and Support, Inc. is seeking a highly qualified Senior Emergency Management Planner to support FEMA's planning initiatives. The ideal candidates will bring extensive experience in emergency management, including significant expertise in disaster response and recovery planning. This role involves applying advanced knowledge of formal planning methodologies, coordination with diverse multidisciplinary teams, and ensuring compliance with FEMA's stringent standards.
Responsibilities
•Lead and supervise emergency management planning teams, ensuring effective coordination and execution of planning tasks.
•Develop comprehensive disaster response and recovery plans, integrating input from multidisciplinary stakeholders.
•Apply formal planning methodologies, including FEMA’s Six-Step Planning Process, Military Decision-Making Process (MDMP), and the Joint Planning and Execution System (JOPES).
•Facilitate collaborative planning sessions, ensuring alignment with FEMA's Federal Plan Development Process and FEMA Planning Manual guidelines.
•Ensure personnel adhere to FEMA-specific planning processes and meet established training and proficiency standards.
•Provide training, oversight, and quality control for planning activities, guaranteeing adherence to FEMA and DHS compliance requirements.
•Manage sensitive and classified information up to the Top Secret/SCI level in strict accordance with DHS security protocols.
Experience
•Minimum of 10 years of experience in emergency management, disaster planning, and response, with prior experience working directly for FEMA or DHS in a similar role preferred.
•At least 5 years of direct supervisory experience overseeing emergency management teams.
•Possess or have the ability to obtain and maintain a Top Secret/SCI security clearance.
•Demonstrated expertise in FEMA disaster response and recovery planning processes, with certification or formal training in emergency management or related disciplines preferred.
•Proven proficiency in the Six-Step Planning Process, Military Decision-Making Process (MDMP), and DOD’s Joint Planning and Execution System (JOPES).
•Familiarity with FEMA-specific planning processes, including the Federal Plan Development Process and the FEMA Planning Manual.
•Experience coordinating and facilitating multidisciplinary teams in complex planning scenarios.
•Strong analytical skills and ability to manage complex modernization projects.
•Proficiency with Microsoft Office Suite, especially in preparing detailed reports and matrices.
•Strong verbal and written communication skills, required to brief senior level audiences in high pressure environments.
•Ability to integrate, synchronize, and coordinate multiple tasks simultaneously.
•Proactive problem-solving mindset with the ability to conduct risk analysis, troubleshoot complex systems, and recommend innovative solutions.
•Strong organizational and documentation skills to maintain detailed records, SOPs, system reports, and knowledge management processes.
