About This Job

The Metropolitan District Commission (MDC) provides quality water supply, water pollution control, mapping, and household hazardous waste collection to eight member municipalities: Bloomfield, East Hartford, Hartford, Newington, Rocky Hill, West Hartford, Wethersfield and Windsor. Additionally, the MDC provides drinking water to portions of Farmington, Glastonbury, East Granby and South Windsor, known as the MDC's non-member towns.


DESCRIPTION OF DUTIES:

This is very responsible plant maintenance supervisory work involving the supervision of plant, equipment and facilities maintenance and repair. Work involves responsibility for all MDC maintenance operations for waste water pump stations, water supply pump stations, water supply tanks, finished water filtration/treatment facilities, waste water processing facility, parks, and buildings. Duties include budgetary and business processes, procurement and contracts. This position also has the responsibility for employee safety, training, and development, equipment maintenance, and SCADA system development and maintenance. Responsible for all MDC maintenance operations for waste water pump stations, water supply pump stations, water supply tanks, finished water filtration/treatment facilities, waste water processing facility, parks, and buildings. Responsible for employee safety, training, and development, equipment maintenance, and SCADA system development and maintenance.


ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.


- Reviews the performance of the maintenance shift's productivity. Inspects repairs and installation work for accuracy and integrity. Monitors for safety compliance and advises supervisors and trades workers on technical matters.

- Manages and oversees multiple contractors performing CIP and smaller projects. Coordinates onsite work schedules and progress. Monitors safety compliance, work quality, and adherence to specifications.

- Diagnoses difficult process control or building systems issues.

- Identifies capital improvement projects. Prepares specifications and contracts, materials and service contracts, and monitors the associated bidding process, award process, and execution.

- Financial responsibilities include authorizing procurements for materials and equipment, issuing goods receipts, and conducting cost analyses.

- Reviews current budgetary expenditures. Runs cost analysis reports for comparison and projection purposes.

- Prepares annual maintenance program budget including CIP projects, materials, services, and staffing recommendations.

- Counsels employees and supervises training. Administers union contract language, oral and written warnings and suspensions. Recommends higher level discipline. Interviews job candidates and recommends selection. Reviews employee performance evaluation and reclassification requests and makes recommendations. Assures safe work practices.

- Performs other duties as assigned.


MINIMUM QUALIFICATIONS

An associate's degree plus ten (10) years of progressively responsible plant maintenance and repair experience including at least six (6) years of a supervisory capacity, or an equivalent combination of education and qualifying experience substituting on a year-for-year basis.


Must have a valid driver's license.


KNOWLEDGE, SKILLS, AND ABILITIES


- Knowledge of the principles and practices of electrical and mechanical equipment maintenance and repair.

- Knowledge of public administration principles and practices as applied to work unit reporting and routine administrative procedures.

- Knowledge of budget creation and administration.

- Knowledge of MDC policies and procedures.

- Ability to establish and maintain effective working relationships with coworkers, vendors, and contractors.

- Ability to communicate orally and in writing and to lead others in a work unit.

- Ability to administer policies and procedures including scheduling, decision-making and the completion of forms and reports.

- Ability to supervise others in work unit.


ADA COMPLIANCE

Physical Ability: Tasks require the ability to exert light physical effort in a sedentary to light work environment, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (under 25 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate visual and/or auditory cues or signals. Some tasks require the ability to communicate orally and in writing.

Environmental Factors: Essential functions are performed primarily in an indoor, shop, laboratory, or office environment with occasional fieldwork that may involve exposure to various weather conditions, atmospheric conditions, hazards, noises, etc.
