About This Job


The Position

The Business Operations and Strategy department is seeking a Facilities Maintenance and Services Supervisor. This position supervises the workflow, planning, coordination, maintenance, and repair of assigned Clean Water Services (CWS) buildings and facilities. Assists with building transitions, improvements, including support service contracts and construction projects. Manages vendors and consultants, and coordinates with other CWS departments and divisions regarding building and facility services.

Essential Functions

(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. Clean Water Services (CWS) may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)


- Assists in the development and implementation of CWS facility-related policies, procedures, goals, objectives, and strategic initiatives. Ensures maintenance activities, corrective work, and service contracts are effectively secured, reliable, and efficiently managed.

- Participates in the development and management of facility services contracts, including the bidding process and preparation of sole source justifications. Manages a range of contracted services such as janitorial, elevator, security, electric cart, uniform services, fire systems, recycling, and HVAC to ensure operational efficiency and compliance.

- Participates in preparing and administering the department budget, including developing budget recommendations and monitoring expenditures; prepares purchase justifications; reviews invoices and approves payment.

- Identifies opportunities for operational improvement and proposes actionable recommendations to enhance efficiency and effectiveness. Ensures timely implementation of corrective actions and continuous process enhancements.

- Manages and oversees the department's Computerized Maintenance Management System (CMMS), including organizing, assigning, and preparing work plans and schedules for assigned staff and tracking facility assets. Maintains accurate records of work orders, preventive maintenance, inspections, and compliance reports.

- Resolves technical problems, complaints, and responds to requests for information related to the maintenance and operation of CWS facilities.

- Oversees consultants, contractors, and vendors; assists in the selection of consultants and contractors; administers and monitors contract performance and expenditures; provides input on project design and review; assists with project startup and commissioning.

- Manages facility repair and modification for construction projects. Recommends and approves changes to service contract provisions, including amendments, changes to scopes of work, schedules, methodology, and equipment processes.

- Assists with inspection of new facility construction, renovations, and remodels to ensure compliance with contract requirements, CWS standards, building codes, and other relevant governing statutes, regulations, guidelines, and standards; reviews contractor change orders, and administers the warranty program for equipment. Conducts regular inspections of facilities to identify hazards and needed repairs.

- Supervises the work of technical or professional staff. Oversees employee development and performance, including personnel selection and training; preparation of performance appraisals, and development or improvement plans; resolves complaints and grievances; implements disciplinary actions.

- Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity and inclusion and actively promotes an environment respectful of living and working in a multicultural society.

- Drives a CWS or personal vehicle for work-related purposes.


Qualifications


KNOWLEDGE OF:


- Building, structures, facility design, construction, maintenance, repair practices, asset management, and Maintenance Management Systems (CMMS)

- Coordination and supervision of vendor contracts, including negotiation, reviewing work orders, purchasing parts, coordinating contractor work, equipment history trends/databases, and reporting

- Building operations and maintenance best practices

- Condition monitoring and assessment techniques

- Principles of project management

- Basic principles and practices of budget development and control

- Pertinent federal, state, and local laws, codes, permits, and regulations

Principles of supervision; teambuilding and coaching techniques and practices


SKILL IN:

- Planning, organizing, directing, prioritizing, and reviewing the work of assigned staff

- Coordinating and overseeing facility projects

- Interpreting and evaluating technical data and recommending corrective actions

- Interpreting specifications, plans, maps, reports, and contracts pertaining to the expansion and operation of CWS facilities

- Interpreting and explaining policies and procedures pertaining to building and facilities maintenance

- Identifying problems, suggesting and justifying alternative solutions

- Organizing the work of contractors and technical personnel

- Use of computers, computer software, and database management

Selecting, supervising, training, and evaluating staff


ABILITY TO:

- Understand and interpret technical problems, processes, and procedures

- Implement innovative solutions and strategies to improve the reliability and cost-effectiveness of CWS facilities and associated programs

- Understand, interpret, and apply technical specifications, plans, and reports

- Evaluate reports using various reporting tools and query techniques

- Establish and maintain effective working relationships with those contacted in the course of work, including a variety of CWS staff and other government officials, community groups, and the general public

- Operate effectively in a team environment

- Communicate effectively, both orally and in writing

EXPERIENCE AND TRAINING GUIDELINES

The following are the minimum qualifications for this position.

2 years of experience as a supervisor, team lead, or lead facility operations role.

3 years of experience with facility program and project management, troubleshooting, work coordination and repair, contract management, or related work.

College-level coursework or specialized training in business, facility or building maintenance, project management, or a related field.

CERTIFICATION AND LICENSURE REQUIREMENTS

Candidates must possess and maintain a valid state issued driver’s license.

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts.
