THE POSITION:



THE OPPORTUNITY

The Inland Empire Utilities Agency (IEUA) is seeking a strategic and detail-oriented Engineering Services Specialist to support the Engineering Department and play a key role in the success of the Agency’s capital improvement projects and long-term infrastructure initiatives. This position offers the opportunity to contribute to essential public works by managing project data, report creation, and improving workflow efficiencies. You’ll work closely with engineering and project management staff to ensure accurate tracking and reporting of capital project performance, budgets, and timelines.

As part of the team, you’ll gain valuable hands-on experience with enterprise tools such as Primavera, SAP, Smartsheet, Microsoft Power BI, and the Capital Improvement Program Office (CIPO) project documentation system. You’ll support efforts for the department by conducting financial and statistical analyses, generating reports, maintaining technical databases, and preparing key project documentation. Strong skills in Excel, data visualization, and PowerPoint presentation design will be essential to clearly communicate complex information and support data-driven decision-making. This role is ideal for someone who enjoys working with data, streamlining processes, and contributing to the delivery of sustainable infrastructure solutions in a collaborative, public sector environment.


EDUCATION, TRAINING, AND EXPERIENCE:

Graduation from an accredited four-year college or university with a major in business, public administration, information science or a closely related field, and at least three years of progressively responsible experience in performing administrative, operations, budgetary and similar analyses preferably in construction management or engineering utilizing Primavera or similar software; or an equivalent combination of education, training and experience. Experience in a public agency is preferred.

Skills and Abilities


Data Analysis and Interpretation

- Analyze and interpret engineering, construction, financial, and operational data to support informed project and departmental decision-making.

- Conduct detailed trend analysis and forecasting using statistical and analytical techniques.

- Ensure data integrity through audits and troubleshooting of data-related issues.


Data Management and Reporting

- Extract, transform, and load (ETL) data from multiple sources for analysis and reporting.

- Generate regular and ad-hoc reports for management and other departments.

- Automate recurring reports and streamline data processing tasks for improved efficiency.

- Maintain familiarity with database platforms such as Microsoft Access, SQL Server, and MySQL.


Project and Enterprise Systems

- Effectively utilize project management and enterprise software including Primavera, SAP, Microsoft Power BI, and Microsoft Excel for data entry, tracking, and reporting.

- Create complex Excel models leveraging advanced formulas, pivot tables, and macros.


Reporting, Visualization, and Documentation

- Prepare clear and accurate reports, visually strong PowerPoint presentations, and project summaries.

- Develop and maintain written materials such as Standard Operating Procedures (SOPs), workflows, budget analyses, and key performance indicators (KPIs).

The Inland Empire Utilities Agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 950,000 people across 242-square miles in western San Bernardino County. Under the leadership of a directly elected five-member Board of Directors, the Agency is committed to supporting the needs of its service area and safeguarding public health through significant investments in a diverse water supply portfolio, reliable municipal/industrial wastewater collection and treatment services, and other related utility services in a regionally planned and cost-effective manner.

As a member agency of the Metropolitan Water District of Southern California (Metropolitan), IEUA provides supplemental water supplies, primarily via the State Water Project (SWP) for distribution among nine retail agencies. IEUA also replenishes local groundwater supplies with captured stormwater and recycled water produced by IEUA that is later extracted by local water agencies for use as a drinking water supply.

SELECTION PROCESS:

This recruitment is being conducted to fill one (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.

Salary Range: UN 179 FLSA: Exempt


Probationary Period: 12 months
