The Emergency Management Specialist will be part of a team of Emergency Management Specialist and Safety Technicians responsible for providing technical expertise in the design and/or modification of emergency plans and programs. The Emergency Management Specialist also provides emergency planning oversight and review of emergency plans and programs with outside agencies.

The Emergency Management Specialist is responsible for the preparation, verification and revision of emergency planning documentation and changes associated with their emergency planning area of responsibility. They also validate emergency plans through workshops, drills and exercises.

This is a permanent, full-time position which offers a competitive benefits, compensation and pension package and is located on site in Tiverton, Ontario.


What will you be responsible for?

- Provide emergency management technical advice and guidance to internal and external personnel in accordance with approved Federal, Provincial, Municipal and Bruce Power's Emergency Management Program.

- Become familiar with Federal, Provincial, Municipal and Industrial emergency response documentation. Be knowledgeable in Bruce Power's Emergency Management Program implementing documentation, Site and Off Site facilities.

- Represent Bruce Power on external agency emergency planning committees and working groups such as those at the Provincial, Municipal and Industrial level as directed by Supervisor.

- Develop, prepare and revise for approval documentation necessary to support the implementation of the Bruce Power’s Emergency Management Program.

- Conduct program assessments as requested to identify where gaps may exist and recommend course of action.

- Take the lead in the development and implementation of short and medium term program planning matters such as identifying improvement initiatives, resource needs, staff deployment etc, as requested by Supervisor.

- Coordinate the work of program support staff to meet program priorities. Provide instruction to, and monitor, the work of support and contract staff to ensure that work output is conducted consistent with safety, quality, quantity, timeliness of task and cost parameters. Identify deficiencies and take corrective action as required.

- Coordinate the implementation of new and revised Emergency Management Program documentation with Bruce Power staff, Municipal, Provincial, Industrial and Federal agencies as needed.

- Conduct inspections and tests of Site and Off Site emergency facilities and equipment at the frequency appropriate to ensure readiness per the Emergency Management Program standards.

- Act as the training material subject matter expert and in this capacity review for approval initial and re-qualification emergency responder training course content material.

- Oversee emergency responder training and assist with classroom and field demonstrations of emergency response procedures, equipment and facility usage and field skills as needed.

- Recommend changes to the Bruce Power emergency responder training program to Supervisor and others as required.

- Act as the drill or exercise SPOC as assigned by the Supervisor.

- Develop scenarios for drills and exercises in order to evaluate Bruce Power's response to identified risks.

- Conduct drills and exercises to evaluate the performance of emergency responders including managerial staff in the implementation of their assigned roles and address identified performance deficiencies via the Bruce Power corrective action program.

- Act as an evaluator/controller in the aforementioned drills and exercises.

- Obtain, train and supervise the required number of evaluators/controllers.

- Provide feedback to drill participants and their Supervisors on their emergency response capability under test and/or actual emergency situations.

- Prepare drill / exercise /event reports detailing Bruce Power response performance.

- Develop and implement actions to correct performance deficiencies where required.

- Prepare and submit reports for approval to meet Regulatory, Provincial and Bruce Power's Emergency Management Program requirements.

- Become qualified for an emergency response role as requested by Supervisor.

- On a continuous basis, monitor the composition of Bruce Power's Emergency Response Organization to ensure compliance with requirements in Bruce Power Nuclear Emergency Plan and Minimum Complement Documents. Take action to correct identified deficiency(s).

- Perform other duties as required.


Knowledge and Skills:

- General knowledge associated with Emergency & Protective Services (safety systems).

- Possess broad knowledge of the Bruce Power organization, functions, and emergency management principles, as well as regulations and license requirements in terms of Emergency Management Program documentation.

- Preparation of Emergency Management Program documentation, in a coherent, concise and persuasive manner.

- Effective presentation & facilitation skills to senior leadership and external stakeholders.

- Ability to maintain effective organization, teamwork and leadership competencies.

- Excellent written, verbal, and time management skills.

- Must have strong interpersonal, negotiating and teamwork skills to deal effectively with internal and external stakeholders.


Education and Experience:

- This knowledge is considered to be normally acquired through the completion of 4 years of University training in an appropriate field of studies (e.g. Emergency Management, Applied Disaster and Emergency Studies) or the equivalent.

- A period of over 6 years and up to and including 8 years is considered necessary to gain this experience.
