Director – Talent Acquisition Center of Excellence
Location: Houston/Dallas/Tulsa, (Hybrid)
Reports to: Vice President, Talent Acquisition & Onboarding
Job Summary
The Director of the Talent Acquisition Center of Excellence (CoE) will lead the design, governance, and continuous improvement of ONEOK’s enterprise-wide recruiting strategies, processes, and technologies. This role will serve as a strategic partner to business leaders and HR teams, ensuring consistency, scalability, and innovation in talent acquisition practices across the organization. The successful candidate will embody ONEOK’s core values of integrity, safety, inclusion, and environmental stewardship while driving excellence in talent acquisition.
Key Responsibilities
- Develop and execute the vision and operating model for ONEOK’s Talent Acquisition CoE, aligning with business objectives and workforce plans.
- Partner with HR Business Partners and business leaders to ensure TA strategies support growth, diversity, and operational excellence.
- Standardize and optimize recruitment processes across all business units, ensuring compliance and efficiency.
- Establish governance frameworks, policies, and playbooks for consistent hiring practices.
- Own and optimize the TA technology stack (Workday, HireVue, CRM, AI sourcing tools).
- Drive innovation through automation, analytics, and emerging recruitment technologies.
- Ensure a best-in-class candidate experience across all touchpoints.
- Define and monitor KPIs such as time-to-fill, quality-of-hire, cost-per-hire, and diversity metrics.
- Build dashboards and reporting tools to provide actionable insights to leadership.
- Develop recruiter training programs and hiring manager toolkits to ensure consistent execution of TA strategies.
- Lead change management efforts to embed CoE practices across the organization.- 10+ years of progressive experience in Talent Acquisition, with at least 5 years in a leadership role.
- Proven experience building or leading a Talent Acquisition CoE or similar strategic function.
- Expertise in recruitment technology platforms (Workday, ATS, CRM) and data-driven decision-making.
- Strong understanding of DEI principles and ability to integrate them into TA strategies.
- Exceptional leadership, stakeholder management, and communication skills.
- Bachelor’s degree in HR, Business Administration, or related field (Master’s preferred).
