$153,600.00 Minimum Starting Base Pay* + KPI Bonuses + Competitive Benefits

Position Summary
This position is responsible for managing and directing the procurement process and contracted services in support of the Cooperative’s strategic initiatives.
Essential Duties & Responsibilities
•Lead procurement staff and the processes for purchasing and contracting services
•Evaluate and determine the proper procurement method for the acquisition of complex, formal and informal transactions
•Oversee the evaluation of pricing and cost analysis for purchased goods and services
•Facilitate the bidding process for purchasing goods and services
•Develop and manage vendor performance and evaluation systems
•Review and resolve supplier conflicts in conjunction with the Cooperative senior leadership
•Develop and implement improvements for resolving contracted service issues while maintaining regulatory compliance and risk mitigation
•Negotiate contract terms and conditions in coordination with the Legal Department
•Review and execute contracts and purchase orders
•Coordinate procurement and supply chain management activities
•Develop and implement sourcing strategies and management of contracts
•Gather and identify supply chain cost drivers to improve supplier performance
•Benchmark procurement industry trends and practices to improve supplier performance
•Prepare and conduct presentations to executive management and the Board of Directors

•Implement corporate and departmental policies, procedures and service standards in conjunction with management and develop training material
•Supervise the work of office, administrative or customer service employees to ensure adherence to quality standards, deadlines and proper procedures, correcting errors or problems
•Provide employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes
•Implement corporate and departmental policies, procedures and service standards in conjunction with management and develop training material
•Discuss job performance problems with employees to identify causes and issues and work to resolve problems
•Teach and instruct employees in job duties and company policies or arrange for training to be provided
•Evaluate employees' job performance and conformance to regulations and recommend appropriate personnel action

Minimum Qualifications - (Education, Experience)
•Bachelor’s Degree in a related field
•Ten years of directly related experience in a public utility sector or similar field.
•Five years of leadership experience
•Directly related experience may substitute for education
