Position Summary
The Director of Gas Operations provides leadership and executive oversight for all Operational initiatives driving forward key projects and business strategies in alignment with regulatory requirements and industry best practices. This role is responsible in ensuring safe, reliable and resilient operation of the gas Transmission and Distribution system infrastructures through overseeing the direct operational implementation of all compliance programs and operational and maintenance best practices. This role is also responsible for the promotion of customer growth, reliability, and resiliency through technical operational support and construction of new engineering projects and initiatives. The Director serves as technical lead on system response and emergency operations necessary to respond and recover from incidents affecting system operation and customer service safely and in collaboration with company, industry and governmental stakeholders. The Director prepares the business for long-term sustainability through collaboration with industry and governmental stakeholders focusing on operational excellence and new products and technologies., The Director is responsible for leading a team of multiple operational disciplines that include professional engineers, salaried and wage scale operation’s professionals and supporting staff in accordance with the Texas Engineering Practice Act, various National Standards groups, the US Department of Transportation Pipeline & Hazardous Materials Safety Administration, the Railroad Commission of Texas, the Texas Commission on Environmental Quality, the Texas Department of Transportation, Bexar County, City of San Antonio, and other governing agencies.
Tasks and Responsibilities
•Serves as the Gas Solutions operations leader with expertise to identify, assess, and solve complex issues relating to the operations and maintenance of the gas distribution and transmission systems.
•Develops and executes key business strategies and initiatives in alignment with corporate objectives.
•Oversees operational emergency response operations that can occur 24/7/365 within the gas system for any Distribution & Transmission incidents and includes ensuring proper incident initial response, regulatory reporting, system restoration and collaboration with business partners and governmental agencies necessary for the response and recovery efforts.
•Oversees operational technical support for engineering design and construction system expansion, infrastructure modernization, civic, and customer related projects with an emphasis on safety, compliance, timely completion, and quality.
•Oversees the continued system performance through SCADA and other processes to ensure the safe and compliant operation of the gas transmission and distribution system and respond to any issues indicated.
•Leads various compliance-related operation maintenance activities within all gas operational areas, while also providing technical expertise in support of regulatory audits
•Oversees the materials management and warehousing processes within the Gas Measurement area for advanced gas metering components, gas meter and regulator inventories to support ongoing growth and operational needs.
•Oversees the management of engineering oversight of Transmission and Distribution custody transfer and system measurement facilities and ensure accuracy of reports of volumetric throughput.
•Oversees the operational test and evaluation of new material, technology and processes and also support the Standards and Specifications area with technical expertise related to maintaining required specifications.
•Serves as a primary Gas Solutions contact for internal and external operational and customer project stakeholders.
•Leads operational innovation projects while serving as a Gas Solutions technical expert in support of other technologies such as hydrogen and synthetic natural gas operations.
•Establishes and oversees robust internal controls for effective budget and contract management.
•Develops and ensures continuous improvement of standard operating procedures and business processes.
•Liaisons with various industry contacts (vendors, manufacturers and other utilities) regarding new products, unacceptable material or material that has failed to perform properly after installation.
•Works with CPS Energy personnel for technical guidance as needed to implement industry best practices and emerging technologies to optimize safety, reliability and efficient gas operations procedures and standards.
•Mentors and trains employees with an emphasis on safety culture, professional development, and leadership succession planning with both union and non-union personnel.
•Represents Gas Solutions and CPS Energy at industry forums, Board of Trustee meetings, and other public speaking events.
Minimum Skills
Minimum Knowledge and Abilities
Expertise in the operations, maintenance, design and construction of natural gas transmission and distribution systems.
Knowledge of design and operation standards and associated federal, state, and local regulations associated with the design, operations and maintenance of gas transmission and distribution systems.
Knowledge of labor agreements, accident prevention manuals, personnel procedures, budgeting and general company policies and procedures.
Demonstrated management, administrative, and leadership skills.
Must have a valid Texas Driver’s license.
Strong oral and written communication skills, including presentation skills.

Minimum Education
Bachelor of Science in Mechanical Engineering or another applicable engineering discipline (i.e., Civil, Electrical, Engr Science) or equivalent experience leading gas operations or construction teams.
Required Certifications
