Assist the Contracts Supervisor in providing oversight, leadership and guidance to the Supply Chain employees responsible for contracting materials and services. Assume duties as supervisor in the absence of supervisor, as required. Direct the daily workflow for the contracts group to ensure quality work products and timeliness are achieved. Act as liaison between customers and contracting officers for the most complex situations requiring the highest level of contracting expertise. Perform contracting activities.
Coach contracts staff on a daily basis when technical assistance is needed or problem resolution is required related to contract development, bidding, source selection, negotiations and evaluation, cost and price analysis, award, contract administration, and credit card program.
Prioritize, assign, and oversee Contract Officers’ individual workloads including additional projects in support of Supply Chain initiatives and organizational strategic planning and development. Ensure all procurement actions are executed consistent with the law, policies and procedures. This will require an understanding of work requirements and individual skills/expertise to ensure the best use of resources.
Perform contracting activities. Typical assignments will be the most complex to maximize the highest level of expertise.
Represent Supply Chain Services during the interface with internal and external customers, such as Energy Services and Development and vendor organizations as needed. Attend meetings as required, to support core business functions (for example; Operational Focus Meeting, Outage, Steering Committee, and Work Management meetings).
Execute all procurement actions with a value within delegation procurement authority consistent with law, policy, and practice. Review and recommend procurement actions for approval with a value consistent with delegated procurement authority.
As required, evaluate and recommend to supervisor certain exceptions to Washington State sealed bidding statutes, including emergency procurement, impracticable to secure competition and negotiated competition.
Review all findings of fact and information/action memoranda for clarity and accuracy. Coach authors as necessary.
Provide input to the annual performance appraisals for the contracts staff at the direction of the supervisor.
Must participate on the Emergency Response Team (ERO) as designated, as well as represent Supply Chain Services in the Outage Command Center (OCC) as needed.
Requires a Bachelor’s degree from an accredited college or university in business or a related field and a minimum of eight years of demonstrated experience in supply chain/contracting related functions, processes, systems, policies, procedures, law, codes, and industry practices;
Or an Associate’s degree in business or a related field and a minimum of ten years of demonstrated experience in supply chain/contracting related functions, processes, systems, policies, procedures, law, codes, and industry practices;
Or a High school diploma/GED and a minimum of twelve years of demonstrated experience in supply chain/contracting related functions, processes, systems, policies, procedures, law, codes, and industry practices.

Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.
Offers will be negotiated based on each candidate's qualifications.
This role may be eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
