Metropolitan Domestic Water Improvement District seeks a Chief Financial Officer. Metro Water District is a public water utility located in the northwest portion of Tucson, Arizona and provides potable water service to approximately 55,000 customers.
A key management position, reporting to the General Manager and working independently in accordance with the District structure, the CFO requires a complete understanding of all fund accounting requirements for an enterprise fund, performs all aspects of professional accounting, prepares the budget, manages and obtains debt and all treasurer functions, and prepares all rate and fee calculations. The CFO prepares the five-year financial plan, is involved in strategic planning for the District, and oversees financial aspects of the Capital Improvement Program. The CFO provides leadership to ensure District-wide policy compliance, writes financial policy and procedures, and operates independently under policies, laws, State Statutes, GASB, GAAP, and bond resolutions.
The CFO makes recommendations, represents the District in front of the Board of Directors and the general public, and explains accounting requirements and procedures to the public, auditors, management, and staff, both orally and in writing.
- Oversees all financial, budgeting, and rate calculation functions, including presenting the requested budgets and financial reports to the Board of Directors.
- Prepares the audited financial statements in conjunction with the District’s independent auditors, which includes writing the Management Discussion and Analysis
- Responsible for all treasury functions including cash management, investment fund management, municipal debt management, debt refunding, and obtaining new financing as needed.
- Manages debt service including escrow schedules, payments, roll-forward schedules, planning and acquisition of new debt as needed, accounting disclosure filing, arbitrage and rebate calculations, and pursues financial benefits through debt refunding and other financial opportunities.
- Works with the District’s outside financial advisor to obtain bond financing and provides information to the public and outside agencies.
- Assists District team managers with financial aspects of capital projects, writing Intergovernmental Agreements (IGAs), providing cost savings suggestions, and health insurance calculations/selections.
- Prepares the long-term financial planning, including operations and the Capital Improvement Program, and keeps track of project costs, funding, and drawdown schedules.
- Oversees the acquisitions, management, and disposal of real property and other capital assets as defined by District policy.
- Establishes and modifies, as needed, financial policies and procedures.
- Generates rate surveys, census reports, copies of the audited financial statements and budget reports.
- Develops the five-year financial plan and other financial strategic plans.
- Plans and implements fiscal and management internal control functions to ensure timely and accurate financial statements are prepared in accordance with GAAP, GASB, Arizona Revised Statutes, and SEC continued disclosure reporting.
A Bachelor’s degree from an accredited college or university in Accounting, Business Administration, Public Administration, Finance, Business Management or closely related field, and broad financial experience with proven management, leadership and analytical skills, at least five (5) years in a supervisory capacity, or any equivalent combination of education and experience. Requires experience working with GAAP and GASB and/or FASB.
The starting salary and benefits for this professional opportunity are highly competitive, depending on the background and qualifications of the successful candidate. The District offers full competitive benefits and membership in the Arizona State Retirement System. The salary range for this position is $111,000 - $172,047 (starting salary, DOE)
