Position Summary:

Under limited supervision of the Director of Asset Management & GIS, the Asset Management Program Manager is responsible for the development and maintenance of Charleston Water System’s (CWS) Asset Management Program. Responsibilities include direct management of assigned staff and all activities necessary to ensure successful administration of the Asset Management Program

Essential Functions:

- Responsible for direct supervision and evaluation of Asset Management (AM) Program staff.

- Responsible for development, integration, and coordination of the AM system as defined in the CWS Strategic Asset Management Plan (SAMP).

- Responsible for development, documentation, and maintenance of AM programmatic documents including the SAMP and Asset Management Policy.

- Responsible for coordinating the development and maintenance of Tactical Asset Management Plans (TAMPs) as well as ensuring these meet AM program objectives.

- Coordinate and communicate AM Program requirements with CWS internal departments.

- Establish risk-based and fact-based methodologies for managing infrastructure needs.

- Lead efforts defined in the SAMP to include:

- Asset register improvements

- Asset data management

- Asset lifecycle management and budgeting including long-term rehabilitation and replacement strategy

- Perform role of project manager for responsible AM projects. Where AM project management is delegated, provides oversight authority for related projects.

- Coordinate and lead cross functional teams as required to facilitate AM Program decision making and reporting.

- Coordinate with CWS subject matter experts in efforts related to the implementation of AM Program strategies, policies, and procedures.

- Through the supervision of duties of the Project and Asset Records Specialist and Project and Asset Records Coordinator:

- Oversee the closeout of new development projects and support Engineering & Construction Department in the closeout of major capital projects; ensure all records and asset information are provided in accordance with policy.

- Oversee management of project records for new development and major capital projects in accordance with South Carolina Department of Archives and History requirements.

- Contribute to financial and economic models and provides detailed information for annual budgets and capital improvement programs.

- Analyze AM Program data to report and demonstrate program progress; measures against objectives and recommend changes.

- Make presentations regarding AM Program activities and progress to CWS associates, leadership, Board of Commissioners, and other stakeholders as requested.

- Remain current on latest trends in utility industry asset management principles, practices, procedures, standards, and technology.

- May be required to work during emergency conditions.

- Regular attendance is required.

- Job performance must conform to all CWS policies and procedures.

- Specific knowledge of CWS Environmental Management System Policy and Procedures.

Job Requirements

Physical Requirements, Activities, and Working Conditions

- Sedentary work exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift and transport objects.

- Ability to understand and execute complex written and oral instructions and effectively communicate detailed information with others orally and in writing.

- Ability to visually observe computer screens ,reports, and correspondence.

- Ability to work individually or in groups.

- Ability to operate a motor vehicle.

Education and/or Experience

- Bachelor’s degree with at least four (4) years of progressive experience in an asset management field with a minimum of three (3) years of supervisory experience; OR an Associate’s degree with at least seven (7) years of progressive experience in an asset management field with a minimum of three (3) years supervisory experience; OR an equivalent related combination of education and experience equal to ten (10) years with a minimum of three (3) years supervisory experience.

- Practical knowledge of asset management principles and program elements

- Familiarity with ISO Standards 55000 and 55001

- Familiarity with International Infrastructure Management Manual

- Basic knowledge of asset accounting principles

- Practical knowledge of water and wastewater infrastructure with an emphasis on infrastructure asset management, condition assessment procedures, data gathering techniques, data collection and analysis, and system performance monitoring

- Ability to interpret complicated problems/solutions and explain them in non-technical terms

- Knowledge of asset information management systems

- Experience planning, managing, and controlling projects

- Ability to read and comprehend technical papers, drawings, plans, policies, procedures, technical manuals, software help files, etc.

- Ability to make independent decisions and develop solutions to problems encountered while carrying out assigned duties

- Strong analytical and organizational skills

- Ability to establish and maintain effective working relationships

- Excellent written and verbal communication skills.

Licenses, Certifications, Registrations

- Valid South Carolina Driver’s License required.

- Institute of Asset Management Certification preferred.

- Project Management Professional (PMP) Certification preferred.

Training Needs:

- OSHA and Departmental safety training as required.

- Skills Based Training.

- Standard Operating Instruction (SOI) per department requirements.

- ISO 14001 standards for environmental management.

- ISO 55001 standards for asset management.
