We are seeking an Analytics and Government Policy Manager to support public policy advocacy efforts across Canada. The role will be responsible for analyzing market fundamentals, across multiple energy systems, including electricity and natural gas. The incumbent should have a deep understanding of Canada’s policy landscape, and the interactions between business and regulatory frameworks. Experience with quantitative and qualitative analysis, using various methodologies, is critical. Similarly, the candidate should have experience interfacing between public policy and commercial development teams. Deep understanding of the Alberta Electric System Operator (AESO)’s current and proposed market design is essential. The ability to develop a solid understanding of the Independent Electric System Operator (IESO)’s market framework and transmission policy is also important.
- Represent BHE Canada, as required, in regulatory settings and stakeholder consultations led by agencies and the Government of Alberta.
- Analyze and prepare briefing memos on existing and proposed regulations affecting energy systems, such as the Government of Canada’s Output Based Pricing System, Clean Electricity Regulations, Greenhouse Gas Pollution Pricing Act, Pipeline Safety Act, Migratory Birds Convention Act, Canadian Environmental Protection Act, et. al..
- Analyze and prepare analysis on changes to the Alberta Technology, Innovation and Emissions Reduction Regulation
- Explore options to attract support from Emissions Reduction Alberta and Alberta Innovates
- Collaborate on complex regulatory initiatives across multiple BHE affiliates as required, particularly in the course of assessing the business/economic impact of national policies and regulations.
- Collaborate with external and internal counsel and other teams on AUC proceedings and other regulatory interventions in Alberta and other Canadian province.
- Provide analysis, strategic advice, and policy recommendations to advance the delivery of organizational strategies and business plans including development and coordination of various government submissions.
- Advocate on behalf of BHE Canada to various government agencies, including the AESO, Alberta Utilities Commission, Market Surveillance Administrator, and Utilities Consumer Advocate is critical.
- Minimum 8-12 years’ experience in electricity generation, electric transmission and utilities, midstream, petrochemicals industries, or a combination of industry and academic/government experience relevant to these industries.
- Given the highly technical nature of the role, and requirements to represent the company in external settings, an advanced degree in the fields of economics, law, or business/finance is essential.
- Experience working within government, particularly in an analytical setting, would be a significant asset.
- Demonstrated ability to conduct analysis and develop recommendations that advance future policy decisions.
- Demonstrated ability to identify, pursue and conclude new business opportunities with customers and strategic partners.
- Demonstrated ability to initiate, negotiate and conclude complex contracts and negotiations.
- Proven ability/experience in the above noted responsibilities.
- Strong presentation and written communication skills.
- Professional demeanor and strong interpersonal skills.
- Team player with the ability to work within and lead multi discipline teams including Finance, Legal, Regulatory, Operations, and Engineering.
- Proven track record of exceptional performance.
- Proven track record of persuasive writing and presentations.
- Experience in academic and quasi-academic regulatory settings, including working with regulatory organizations, is important.
