Analyst - System Planning

The base salary range for this position is dependent upon experience and location, ranging from to $64,000 to $80,000 plus bonus
Job Summary:
Performs NYISO, transmission, and facility agreement budget analysis, billing, and contract administration. Accurately budgets and tracks department expenses and revenues. Creates and maintains department reports concerning budget analysis and tracking. Maintains billing files and contracts for the Department to ensure compliance.
Key Responsibilities:
•Administers accurate and compliant transmission, facility, and interconnect agreements. Supports the negotiation of new agreements and tariffs by calculating levelized charges and operation and maintenance costs. (20%, P)
•Monitors and analyzes billing procedures and processes to ensure that NYSEG is in compliance with NYSEG, RGE, and NYISO requirements. Conducts TCC revenue tracking and reconciles NYISO billing documents. Handles ESCO ancillary and NTAC reimbursement.(30%, P)
•Provides analytical tracking for successful transmission billing under the NYISO. Calculates the monthly TSC for NYSEG and RGE and submits to the NYISO. (15%, P)
•Prepares s 5-year transmission and facility agreement revenue and expense budgets for ratemaking and financial planning purposes for NYSEG and RGE. Monitors and reports on revenue and expense matters on a monthly basis for variable rate development.
•5. Monitor ongoing FERC filings and rulemakings to ensure corporate compliance. Drafts motions for interventions and protests as appropriate. Coordinates the drafting of quarterly regulatory reports on transmission revenue. (10%, S)
Qualifications:
•Associates Degree with a minimum of 3 years relevant experience or High School/GED with a minimum of 5 years relevant experience required.
•Knowledge of billing, budget analysis, and contract negotiation.
•Knowledge of tariffs and rate development and federal and state regulations
•Able to efficiently use spreadsheets and statistical analysis to perform budget review and forecasting.
•Proficient in Microsoft Excel, Microsoft Word and Microsoft Visual Basic.
•Self-directed and results driven with good organizational and interpersonal skills.
