Job Family Summary Purpose
Under the general supervision of the Manager of Energy Efficiency, is responsible for various routine and non-routine professional financial accounting functions (financial and regulatory) to include: (i) the preparation or review of internal and external reporting; (ii) accounting research and analysis; (iii) prepare and review the proper recording of Energy Efficiency invoices; and, (iv) maintenance of the Company’s Energy Efficiency records within the general ledger system, ensuring proper records maintenance and proper application of generally accepted accounting principles and regulatory accounting principles of the Company, and all phases of program planning, research and development, implementation and day-to-day administration of energy efficiency and load management programs, to ensure program objectives, goals, targets and implementation strategies are achieved and executed in accordance with company and regulatory standards, policies and procedures.
Education
Bachelor's Degree from an accredited college or university in Engineering, Accounting, Business Administration; or an equivalent combination of training and experience.

Minimum Knowledge, Skills & Abilities
•Professional level work experience in an energy efficiency, energy auditing, accounting, energy accounting, engineering or utility regulatory capacity.
•Must possess experience with general ledger, Oracle, invoice processing, organizational programs, contract management, or project management experience.
•Knowledge of energy efficiency practices, energy efficiency programs, PUCT and NMPRC rules and policies & oversight role in relation to energy efficiency programs.
•Experience in managing and implementing a variety of projects, including identifying, maintaining, and/or adjusting the cost, scope, and resources, managing vendors, and overseeing the formal planning, tracking, and reporting of project performance.
•Experience in establishing and managing detailed budgets, schedules, scope of work and implementation plans for energy services, programs and products.
•Experience in planning and carrying out implementation strategies, initiating operations, monitoring and reporting results.
•Must be customer focused to appropriately identify and respond to client’s business needs, and facilitate the presentation of recommendations.
•Ability to accurately analyze information, integrate people processes, systems, and technologies, and make strategic decisions regarding project scope, impact, policy, development, and implementation.
•Must be proficient in business software applications related to accounting and energy efficiency and load management programs, including Power Plan, Oracle (I-procurement, Invoice Inquiry), Alteryx, Microsoft Word, Excel, and PowerPoint OneNote, Teams.
•Effective verbal and written communication skills.
•Ability to maintain effective working relationships with officers, managers, fellow employees, 3rd party energy efficiency implementers and the general public.
•Ability to maintain a strong sense of propriety concerning confidential matters.
Essential Job Functions
•Receive and process energy efficiency invoices through Energy Efficiency Web Portal using Alteryx, Workflow creation and reporting.
•Coordinate with internal and external departments to include: compiling and submitting report data, accounting reclassifications and invoice status and processing.
•Plan, design, develop, implement and administer residential, low-income, small commercial and large commercial energy efficiency & load management programs.
•Update the company’s energy efficiency plans for Texas and New Mexico jurisdictions on an annual basis.
•Perform pre-installation and post-installation on-site inspections of facilities where energy efficiency projects are performed.
•Stay informed of technologies and trends that affect energy efficiency & load management programs. Identify and quantify energy efficiency projects at customer facilities.
•Observe field measurement and verification procedures being performed by contractors to quantify energy savings.
•Conduct and/or coordinate required informational workshop presentations to participants of energy efficiency & load management programs.
•Respond to informational inquiries pertaining to energy efficiency & load management programs.
•Evaluate the need of additional or modification of existing energy efficiency & load management programs.
•Participate in the preparation of the Texas and New Mexico Energy Efficiency Plans on annual basis including Requests for Information.
•Track energy efficiency programs’ administrative costs to insure they are in compliance with regulatory rules and are within specified budgets.
•Maintain energy efficiency & load management program files and track program budgets.
•Conduct QA/QC audits on energy efficiency & load management projects.
•Attend regulatory workshops and meetings on energy efficiency issues in both Texas and New Mexico jurisdictions.
•Conduct energy audits for customers, as necessary.
•Provide required data to the 3rd party evaluator as required in a timely manner.
•Stay informed of updates, rulings and guidance memos issued by the PUCT and the NMPRC.
•Coordinate efforts with energy efficiency and serve as a departmental liaison between regulatory, purchasing, cash management, public relations, load research, rate research, commercial services, system operations, etc.
•Collaborate with internal and external stakeholders for development of marketing material pertaining to energy efficiency & load management programs.
•Valid driver’s license and be in compliance with the Company’s Driving Program policy.
•Complies with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
•Perform other related tasks that are not included, but are within the context of the duties defined.
