Arsenal Resources is seeking an experienced Air Permitting & Compliance Specialist dedicated to ensuring our air quality management aligns with federal EPA and West Virginia DEP regulations. We welcome applications from candidates residing within a suitable distance of our office located in Wexford, PA, as well as our operational area in North Central West Virginia. The selected candidate will be responsible for all air permitting and compliance responsibilities for our natural gas production and midstream operations. This role includes ensuring adherence to all federal, state and local air quality regulations, reporting requirements, permit conditions, emissions monitoring requirements, documentation & recordkeeping requirements and communicating with regulatory agencies. The ideal candidate will possess a strong background in air quality regulations specific to the oil and gas sector.
Our organization supports a hybrid work model that allows employees to work either remotely or from the office, depending on task needs and personal preferences. While this position offers the flexibility to work primarily remotely, collaboration-intensive tasks or essential functions may require in-office attendance. Additionally, this role will involve some fieldwork, although it is generally minimal compared to office duties.
As part of this role, you will have the opportunity to collaborate with external subject matter experts to support you in fulfilling your duties and responsibilities, ensuring the successful completion of projects and tasks.
- Ensure that the organization adheres to all relevant air quality laws and standards, including those set by the Environmental Protection Agency (EPA) and state agencies.
- Develop and submit all necessary air permit applications, renewals, and modifications for operations and emissions sources, ensuring timely acquisition of permits and compliance with all permit conditions.
- Monitor and interpret federal and state air quality regulations to ensure the company's compliance.
- Prepare comprehensive and accurate reports on air emissions, monitoring data, and compliance status for regulatory agencies as required by permits and regulations.
- Monitor air emissions and manage data collection and databases to assess compliance with permit limits and regulations. This includes maintaining records of emissions data and other key performance indicators.
- Prepare and submit required reports to regulatory agencies, including emissions inventory reports, compliance certifications, and annual reports.
- Track and analyze air quality data to ensure compliance with local, state, and federal regulations while ensuring accurate data collection and analysis.
- Conduct quality control reviews of records and ensure compliance with all monitoring and recordkeeping requirements.
- Serve as the primary point of contact with regulatory agencies for air quality issues.
- Coordinate, oversee, and facilitate all air quality regulatory inspections and compose responses to all inspection issues.
- Assist in the investigation of air quality violations and incidents and develop corrective actions to prevent future occurrences.
- Collaborate with both internal and external regulatory teams to identify potential enhancement areas and recommend and implement best practices and processes for improving air quality compliance efforts.
- Provide guidance to operations personnel on permit requirements and best practices.
- Provide guidance to facility design teams regarding regulatory standards for emission sources.
- Promote a culture of environmental responsibility and compliance within the organization.
- Stay current on air quality trends, technologies, and new and proposed legislation to advise the organization on best practices and potential impacts.
- Communicate effectively with vendors, coordinating work schedules for all required compliance related surveys and testing while maintaining all pertinent documentation.
- Conduct field inspections at well sites, compressor stations, and gathering facilities to verify compliance with permit conditions and best practices.
- Compile and maintain all essential regulatory documentation and records.
- Undertake additional responsibilities as assigned or requested.
- Bachelor’s degree in Environmental Science, Engineering, or a related field.
- 5+ years (preferred) of experience in air permitting & compliance within the oil and gas industry.- Strong working knowledge of federal EPA and West Virginia DEP air quality laws and regulations.
- Experience preparing air permit applications (i.e., G70, G35, R13) and air emission calculations.
- Experience in preparing regulatory reports (i.e., OOOO/a/b, GHG).
- Experience working with regulatory agencies and understanding their processes and requirements.
- Experience in drafting technical documents, including compliance plans, reports, and standard operating procedures.
- Strong analytical skills with a focus on data interpretation and statistical analysis.
- Excellent communication skills, both written and verbal.
- Ability to work independently and collaboratively in a dynamic environment.
- Proficient in interpreting regulations and experienced in implementing necessary changes to ensure compliance with regulatory obligations and deadlines.
- Adept at working independently with minimal supervision, demonstrating excellent organizational skills, and eager for collaboration, while also possessing a keen eye for accuracy and efficiency.
- Proficient in Microsoft Office Suite.
- Demonstrated initiative and sound independent judgment.
- Must possess a valid driver’s license.
