This exempt leadership position is responsible for the various aspects of water production and distribution. Duties include ensuring safe and cost-effective operation, monitoring, controlling, testing, and troubleshooting of the potable water treatment facility, well and distribution systems. This position will also be responsible for compliance and reporting of State and Federal drinking water and distribution and regulations.
Works under the direct supervision of the Water Resources Superintendent and the general direction of the Director of Operations.
- Responsible for managing, training, and directing a team of supervisors of various educational, certification and practical skill levels in water operations.
- Responsible for trouble shooting equipment and process control issues and working closely with the maintenance and IT departments to coordinate equipment repairs. Performs appropriate follow-up procedures and keeps the Water Resources Superintendent informed.
- Oversees Water Purification Plant Supervisor and the Well and Distribution Supervisor. May operate pumps, engines, generators, and valves to control processes at ceramic membrane water treatment plant, reservoirs, wells, storage tanks and booster stations according to Standard Operating Procedures (SOPs). Inspects equipment and makes recommendations to the Water Resources Superintendent regarding necessary replacement, repairs and/or maintenance.
- Responsible for working with operations supervisors to schedule manpower needs. Excellent communication skills are critical.
- Responsible for training and ensuring compliance of all operators in the use of safety equipment and standardized safety procedures. Anticipates possible unsafe situations and advises operators in proper and safe procedures. Responsible for the documentation of unsafe behavior and equipment.
- Serves in a project manager capacity coordinating operators, working with other departments and contractors to ensure the efficient completion of assigned projects.
- Using SCADA software and through manual operation, operates and monitors the groundwater, and surface water treatment systems. May adjust chemicals and equipment as necessary to ensure the system is operating safely and in accordance with regulatory permits. Maintains adequate water levels and efficient water production output.
- Responsible for ensuring communication within the Water Purification Facility and Well and Distribution Departments through the dissemination of meeting minutes, direction of team meetings, emails, text, phone calls, coaching and any other means necessary. Responsible for the coordination of the multi-departmental Drinking Water Quality meetings.
- Responsible for periodic safety training. Directly responsible for ensuring compliance of all operators in the use of safety equipment and standardized safety procedures through management methods and periodic inspection. Anticipates possible unsafe situations and advises operators in proper and safe procedures. Responsible for the timely documentation of unsafe behavior or equipment.
- Records data required for regulatory and operational reporting on the physical changes made to potable water treatment and well system. Ensures that data is recorded that includes, but is not limited to: alarms, adjustments made, troubleshooting, equipment rotations, and instrument readings. Oversees the timely input of data into database, generates trending reports and generates raw data for monthly departmental reports. Compiles information necessary to prepare additional reports as directed.
- Verbally reports emergency and major malfunctions to the Water Resources Superintendent and initiates proper action per procedures. Performs appropriate follow-up procedures.
- Works independently and with the team to ensure all Federal, State and Local regulations are met.
- Reviews the chemical orders based on technical expertise and standard operating procedures.Ensures adequate chemical and supply inventories.
- Supervises and inspects repairs by contractors.
- Responsible for the creation and review of standard operating procedures (SOP) for water purification plant(s), groundwater wells, and distribution systems. Coordinates and ensures that staff is trained and competently performing activities in accordance with SOPs.
- Responsible for the drafting of performance reviews, disciplinary documents, effective coaching, and documentation.
- Submits budget recommendations to Water Resources Superintendent.
- Generates and approves P.O. requests, schedules work orders and equipment repairs.
- Directs the calibration of equipment on a prescribed and as needed basis.
- In coordination with the Safety Coordinator, ensures the development of processes and procedures for the safe handling of hazardous and non-hazardous chemicals during delivery, storage, and use.
- On occasion, handles hazardous and non-hazardous chemicals during delivery, storage, and use.
- Routinely oversees and may perform physical cleanup and housekeeping of work areas, equipment, and buildings using standard cleaning equipment and material, and chemical cleaning procedures.
- Attends technical and safety training meetings, courses, and seminars as required.
- Assists with District public relations by conducting plant tours; representing the District in the community; or responding to telephone inquiries and complaints.
- Other duties as assigned.

- Solid knowledge of Federal, State, and local water and wastewater regulations and permitting requirements.
- Solid knowledge of equipment and procedures used in the operation of a water purification plant, groundwater wells, water storage tanks and booster stations.
- Solid knowledge of chemistry, biology, and mathematical and statistical calculations necessary to conduct, analyze and interpret the results from standard laboratory tests; and calculate chemical feed rates, water usage, and production rates.
- Solid knowledge of electricity, hydraulics, and pneumatics to inspect equipment and request repair and maintenance.
- Solid understanding of SCADA computer system functions. Solid computer knowledge including, but not limited to Microsoft Word, Excel, and Outlook.
- Solid knowledge of safety procedures and use of personal protective equipment and ability to apply safety principles on all job tasks. Ability to anticipate unsafe circumstances; act accordingly to prevent accidents, and promptly report accidents and hazardous conditions.
- Ability to read and interpret documents such as Safety Data Sheets, safety rules, operating and maintenance instructions; procedure manuals, construction drawings, and technical documentation.
- Ability to operate basic hand and power tools in a safe and efficient manner.
- Colorado Class A Water and Distribution Class IV Certifications are required upon hire or must be obtained within a reasonable timeframe after hire, depending on experience and education.
- Associate’s degree in environmental science or a related field is required; bachelor’s degree is preferred. A combination of education and experience may be considered.
- At least 5 years of management experience in Water/Wastewater operations.
- Must have a Motor Vehicle Record within the Acceptable or no less than Borderline rating according to the Vehicle Policy.
- Monday through Friday, weekends and after hours as needed.
- Standard office environment with interruptions and deadlines; mostly sedentary work.
- Subject to respond to emergency calls related to on-site situations as well as emergencies outlined in the District's Emergency Response Plan.
- May perform strenuous physical labor and stand for extended periods of time.
- May work in a plant where elevated levels of noise, irritants, dust, dirt, bacteria, hazardous chemicals/air/materials, and fumes are always present. May come into contact with raw wastewater. The Hepatitis B Vaccine is strongly recommended and is offered at no cost by the District.
- Work may take place outside in all weather conditions. May be exposed to risks typically associated with working around water, chemicals, electricity, and other man-made and natural hazards.
- Lifting and handling objects up to 20 pounds occasionally and/or up to 10 pounds frequently.
- Occasionally performs activities requiring a full range of body movements including stooping, twisting, kneeling, bending, leaning, reaching, climbing (heights), stretching, and working in awkward positions. Requires eye/hand and hand/foot coordination for operation of tools, equipment and driving vehicles.
- Vision required to read manuals and record data and monitor and observe instruments and gauges; hearing/listening required for troubleshooting and warning signals; speech communication required to provide technical information and communicate with employees and citizens.
