This position is in the Department of Parks and Recreation, Competitive Sports and Leisure Activity Division.The incumbent works under the general supervision of the Chief of Athletics, and the specific instructions of the Supervisory Recreation Specialist, Competitive Sports and Leisure Activity Division.
Incumbent is responsible for assisting and in lieu of the immediate supervisor, conducting and directing a complete intra-regional recreation program within the defined area to which they are assigned and for the anticipation, rectification, prevention, and solution of problems arising there. Exercises independence in the performance of all assigned duties and responsibilities. Keeps supervisor aware of unusual problems and policy conflicts through individual or group discussions and through the submission of reports. Continually, reviews and/or directs staff performance to assure overall departmental goals are achieved.
Serves as Supervisory Recreation Specialist and as such has the overall responsibility for carrying out a complete and comprehensive recreation program and all related administrative and fiscal requirements within an assigned region of the city. The total recreation program offered within a region consists of physical, mental, cultural, social, and service activities for all age levels. Supervises and directs the activities and programs of approximately 30 technical, paraprofessional, and professional Recreation Specialists ranging in grades from 5 through 11, as well as Recreation Assistants, clerical support and a fluctuating staff of summer and volunteer workers. Has the responsibility for the overall supervision and guidance of the entire recreational staff in the designated ward (classified, part-time, seasonal, custodial, summer youth employees and volunteer employees) and for the enforcement of all the department, administration and division policies, procedures, rules, and regulations.
Responsible for the review and approval of the entire regional staff's leave request. Review the staff’s performance ratings as submitted by the immediate supervisor and personally evaluate each supervisor. Prepares and submits budget requests for the region. Is responsible for the day-to-day maintenance of recreational budget balance and expenditures, over $1M annually. Ensures adequate day-to-day staffing of each recreation unit under their authority accomplished through personal visits to observe if there is full utilization of existing staff, and their specialized skills, to determine if attendance and programs offered warrant additional staffing. Submits recommendations and justifications to the supervisor for implementation, based on fiscal availability. Conducts regular recreational staff meetings for the purpose of allowing all staff members to make recommendations and discuss new ideas and suggested programming; recreational responsibilities relating to special conferences; the continuous programs and hours of operation; technical administrative and fiscal policies and procedures; inter-region programs and events and personnel, facilities; equipment and supplies. Gives reports as to the overall program and problems within the recreational service division.
Specialized Experience: Specialized experience is experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
A degree and prior supervisory experience are preferred.
The work is primarily sedentary and is performed in a normal office setting.
Tour of Duty: Monday – Friday; 8:15 a.m. to 4:45 p.m.
Duration of Appointment: Management Supervisory Service (MSS), “At-Will”. All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not in a collective bargaining unit.
