The base salary range for this position is dependent upon experience and location, ranging from $138,658 to $173,322
Job Summary
Coordinates activities between several project teams, across New York service territory and specifically in POWERING NEW YORK Program, by managing priorities, construction execution strategy and internal/external resource requirements with focus on safety and reliability. Projects may originate based to reliability, automation, asset health, resiliency, system capacity, customer, or other project need.
This position will be part of the Delivery Support workforce leading the end-to-end construction strategy and execution for multi-year transmission programs (lines & substations), ensuring constructability is embedded from conceptual engineering, productivity is managed rigorously, and value management drives continuous improvement with contractors. The role provides matrix leadership over multiple Construction Managers (senior to junior), elevates site performance, and integrates field realities into engineering, supply chain, contracting, safety, quality, and commissioning.
Key Responsibilities
- Strategy & Early-Phase Constructability: Drive constructability from FEL-1/FEL-2/FEL-3 (front-end loading) and conceptual engineering: optimize alignments, access/ROW strategy, foundation types, modularization, and installation methods. Lead Constructability Reviews and Design for Construction (DfC) gates; convert field insights into design criteria, work packages, and execution sequences. Align engineering deliverables to construction needs (workface planning, installation work packages, test packages, commissioning packages).
- Value Management & Continuous Improvement with Contractors: Establish a Value Management (VM/VE) cadence with prime contractors and key subs: structured workshops, idea pipelines, and change evaluation (cost/schedule/risk/quality). Institutionalize lessons learned and best practices across projects; maintain a live Value Register and improvement backlogs tied to KPIs. Promote innovative means & methods (e.g., prefabrication, standardized designs, temporary works systems) with clear cost/benefit governance.
- Productivity Management & Field Execution: Implement a Productivity Management System: labor productivity benchmarks, earned quantity tracking, constraint removal, and daily/weekly production control. Use EVM/CPM and installation-based dashboards (installed quantities per crew-hour, unit rates, takt/production curves) to predict and correct slippage. Champion Advanced Work Packaging (AWP) / Workface Planning (WFP) to assure materials, drawings, permits, access, and prerequisites are in place before crews mobilize. Oversee construction, energization/commissioning readiness, and turnover to operations; enforce start-up and commissioning test plans.
- Contracts, Supply Chain & Logistics Integration: Translate field constraints into contract packaging and supply strategies: sequencing, delivery windows, laydown optimization, etc. Partner with SCM on vendor qualification, expediting, inspection/test plans (ITPs), logistics routing, and contingency stocking. Lead change control and claims avoidance/defense rooted in factual productivity data and contemporaneous records.
- Matrix Leadership, Coaching & Talent Development: Provide matrix leadership to multiple Construction Managers across projects; set expectations, conduct field walks, and standardize execution practices. Coach and upskill Construction Managers of varying seniority (including juniors) in planning, contractor management, safety leadership, cost/schedule control, and root-cause problem solving. Build a high-performance culture: daily management, tiered visual controls, and “go see” leadership.
- Risk, Safety, Quality & Compliance: Own the risk register for construction: safety, technical, environmental, outage, access/ROW, and supply risks with proactive mitigations. Enforce Safety by Design and construction safety plans (OSHA-equivalent), including LOTO, energized work protocols, and HV testing safety. Assure Quality Management: ITPs, hold points, NCRs, corrective actions, and commissioning/turnover quality dossiers.
- Stakeholder Management & Governance: Interface with PMs, Engineering, System Operations, Supply Chain, Environmental/Permitting, Public Outreach and Regulatory Affairs. Maintain relationships with utilities, AHJs, landowners, and community stakeholders; Provide executive reporting on progress, productivity, cost, risks, value initiatives, safety, and commissioning readiness.
- Bachelor’s degree in Construction/Project/Engineering Management with 10 years relevant field construction experience required.
- In lieu of a bachelor’s degree, candidates may qualify with substantially greater directly relevant experience, 15+ years of progressively responsible field construction leadership, including multi-contractor and multi-site programs.- Effective leadership Skills
