Summary:
The Senior HSE Specialist – Telecom Construction is responsible for supporting and enforcing safety and environmental programs across Quest Utility Construction projects, with a focus on telecom, broadband, and utility infrastructure. This role provides direct field oversight, conducts safety audits, leads incident response, and ensures compliance with regulatory and company safety standards.
Operating with limited supervision, the Senior HSE Specialist partners with project managers, superintendents, and subcontractors to ensure a safe and compliant work environment. This role plays a key part in maintaining field-level safety performance and promoting a proactive safety culture in a fast-paced, construction-driven environment.
General Responsibilities:
•Conducts regular job site visits to assess compliance with OSHA, DOT, and company safety requirements
•Supports crews through coaching, mentoring, and real-time hazard mitigation
•Facilitates job hazard analyses (JHAs), pre-task planning, and daily safety briefings
•Incident Response & Investigation
•Serves as the lead responder for field incidents involving injuries, near misses, or property damage
•Performs root cause investigations and develops corrective action plans
•Prepares clear and timely documentation of all incident activities and resolutions
•Coordinates with the HSE Director and project leadership on incident response
•Regulatory & Program Compliance
•Ensures field operations comply with applicable OSHA and DOT regulations
•Audits subcontractors for adherence to company and site-specific safety protocols
•Participates in site safety walks, project audits, and internal assessments
•Training & Crew Engagement
•Delivers toolbox talks, site orientation, and task-specific safety training
•Engages field personnel and subcontractors to reinforce safe practices and expectations
•Supports safety stand-downs and seasonal safety initiatives
•Documentation & Reporting
•Maintains records of inspections, training, and incident follow-up activities
•Prepares safety reports, observations, and metrics summaries for project and HSE leadership
•Supports digital reporting platforms and compliance databases as needed
Required Education:
•Bachelor’s degree in Occupational Health & Safety, Construction Management, or related field
•Equivalent field experience will be considered
•Master’s degree in Safety, Emergency Management, or Construction Management preferred
•CHST, CUSP, or other construction safety credentials strongly encouraged
•Working knowledge of DOT safety compliance required
Required Experience:
•Minimum 5–8 years of HSE experience, with strong background in construction safety
•Telecom or utility construction experience preferred
•Demonstrated ability to lead field safety activities and influence project teams
•Strong investigation, communication, and documentation skills
