The

Senior Engineer, Mechanical Engineer

is the site technical SME for fixed equipment engineering, who is knowledgeable and experienced in specific mechanical engineering assessments for fixed equipment, including pressure vessels, piping, heat exchangers, fired heaters, and tanks. Responsible for stewarding the fixed equipment engineering business through interaction with inspection, operations, maintenance, turnaround, projects, reliability, and HSE. This role provides technical support to the refinery in identifying and eliminating equipment failures, improving the quality of new installations and reviewing past operation and maintenance of assets to ensure equipment is designed, operated, and maintained in accordance with required standards, company engineering practices, and applicable industry codes.

Responsibilities May Include

- Ensuring all Fixed Equipment Engineering employees and contractors are properly trained and oriented for the work they are performing

- Providing technical support to site Mechanical Integrity Team, leading day-to-day refinery activities related to Fixed Equipment Engineering and Fixed Equipment Life-Cycle Management; this includes but is not limited to: Design Verification & Code/Standard Compliance; Re-Rates; Repairs; Replacement Strategy; Fitness-For-Service (FFS) Assessments; Suitability-For-Service (SFS) Assessments; Piping Flexibility Analysis; Bolted Flanged Joints (BFJ) Engineering Assessments & Assembly Procedures; Specialty Equipment Management (SMR heater; coke drums, FCC equipment, critical valves, etc.)

- Representing the site as Core Member of the Fixed Equipment Engineering Network (FEEN) and engaging with other Fixed Equipment network activities (FEN, C&M, NDE, PCMS)

- Serving a site custodiam and technical/admin contact of Fixed Equipment Engineering tools (PlantManager, CAESAR-II, PV-Elite, JADE, etc.)

- Participating in the development, identification and implementation of Fixed Equipment Engineering technology, programs, and initiatives sponsored and coordinated by Phillips 66 Refining Corporate Mechanical Integrity Group (FEN) to improve life-cycle management, mechanical integrity and reliability framework for fixed equipment and piping

- Maintaining knowledge regarding Refining Engineering Practices (REP), Required Standards, and other P66 technical specifications

- Facilitating or supporting investigations of fixed equipment incidents or failures associated with design or construction deficiencies (Code/Standard Compliance) or lack of suitability for service

- Identifying the root causes and developing the required actions that prevent reoccurrence

- Keeping current with significant developments in Fixed Equipment Engineering with participation in professional and industry society meetings, such as ASME, API, AFPM, AMPP, etc.

- Performing Level 1 and Level 2 fitness for service evaluations per API 579

- Developing and reviewing detailed repair plans per ASME PCC-2, API 570, API 510, API 653, and all relevant company engineering standards


Required Qualifications

- Legally authorized to work in the job posting country

- Bachelor’s degree in engineering

- Possess a valid driver’s license

- 10 or more years of experience in the refining, petrochemical, or related industry as a reliability, maintenance, or fixed equipment engineer

- Proficient with MS Outlook Suite (Outlook, Word, Excel, PowerPoint)

- Proficient with various fixed equipment related engineering calculation software including PlantManager, JADE, PV Elite, CodeCalc, NozzlePro, etc.

- Knowledgeable and conversant of various inspection techniques including UT, PT, MT, RT, SWUT, PAUT, etc.

- Knowledgeable and conversant in requirements of ASME B31.3, ASME PCC-2, ASME Boiler and Pressure Vessel Code Sections I, VIII, and IX, and API Inspection Codes 510, 570, and 653

- Familiarity with Level 3 Fitness for Service (FFS) evaluation software and finite element analysis software

- Knowledgeable and conversant in damage mechanisms that affect refinery equipment (API 571)

- Must be willing and able, with or without reasonable accommodation, to comply with the following:

- Travel up to 5% of the time

- Occasional on-call duties

- Work extended hours, which may include evenings, weekends, and holidays

- Transport articles up to 50 pounds

- Work safely near large, hot, high-speed machines

- Climb ladders and stairs up to 200 feet in height

- Work around chemicals, including acids and bases

- Work around hydrocarbons under high pressure and heat

- Work outside in harsh weather conditions

- Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)

- Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)


Preferred Qualifications

- Bachelor’s degree in mechanical engineering

- 15 or more years of experience in the refining, petrochemical, or related industry as a reliability, maintenance, or fixed equipment engineer

- Proficient with Level 3 Fitness for Service (FFS) evaluation software and finite element analysis software

- Proficient with SAP and inspection software PCMS

- Results oriented and committed to continuous learning and self-development

The

Sweeny Refinery

is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
