Plains is seeking a Services Procurement Specialist to work within our Supply Chain team. Based out of Houston, Texas and reporting to the Supervisor, Services Procurement, this role executes supply chain activities in support of contracted services for engineering expansion projects and operations activities. Working closely with Engineering and Operations Project Management teams, this role supports developing contracting strategies that meet project requirements and executing those strategies through project award.
This role requires travel to field locations. Travel is typically 1-2 trips a month for a duration of a single day up to three nights. Most field meetings will be conducted at the project site and require car travel and often airline travel.
- Develop the procurement and contracting plan during initial project planning phase
- Prepare Request for Proposal (RFP) packages
- Conduct commercial bid evaluation (bid tab analysis)
- Manage bid documentation to ensure award decisions are objective and documentation is fully auditable
- Ensure all Work Orders and other financial commitments are properly executed by Plains management and contractors’ authority.
- Pre-qualify and evaluate contractors (capabilities, experience, safety records and financials)
- Manage vendor communication, including bid walks, RFP addenda issuance, post-bid clarification, awards, etc.
- Responsible for timely execution of the RFP/Addenda/Award process and follow up to ensure completion of actions by all parties involved
- Coordinate Master Service Agreement (MSA)/Major Service Contract (MSC) compliance review
- Bachelor’s degree in supply chain management, industrial distribution, or related field; or a minimum of 2 years’ experience in a similar role within the oil and gas industry, heavy industrial construction, and / or construction management
- Strong negotiation, communications, analytical, and collaboration skills to ensure deliverables are met and expectations are managed
- Proficient in Microsoft Word and Excel
- Proven ability to execute work accurately, completely, and on time.
- Ability to travel as requested
- Valid driver’s license with a clean abstract
- Cleared criminal history (background) and satisfactory reference checks
