- Proven ability to lead and deliver complex transmission and substation projects with a focus on safety, reliability, and cost-effectiveness
- Strong technical expertise in substation layout, transmission design (overhead and underground), and system protection
- Strong analytical, negotiation, and stakeholder management skills, with the ability to influence project direction and coordinate multidisciplinary teams
- Advanced knowledge of environmental permitting processes, electrical equipment specifications, and construction standards for transmission and substation systems.
- Effective communication and stakeholder engagement skills, with the ability to influence outcomes and align internal teams, vendors, contractors, and regulatory agencies
- Proficiency in project planning and execution, including permitting,
- financial management, design review, and contractor coordination
- A flexible, team-oriented mindset with strong problem-solving capabilities and a drive to contribute in a fast-paced, multidisciplinary environment
- Proficiency in project management tools and Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Project); familiarity with AutoCAD, PLS CAD, and Primavera is a plus
- Bachelor’s degree in Electrical Engineering, Mechanical Engineering, or a directly related field from an ABET-accredited college or university
- Minimum of eight (8) years of experience in electric utility transmission/substation design engineering, project management, construction management, or operations
- Valid driver’s license and the ability to attend site visits and external meetings as required
- Advanced certification in Power Systems and registration as a Professional Engineer are preferred

Manages electric substation capital improvement projects to meet OUC customer needs in the most safe, reliable and cost efficient manner. Performs review of engineering consultants' transmission and substation design specifications to insure compliance with OUC standards and desired project outcome. Represents and negotiates OUC interests with consultants, vendors, contractors, developers, utilities, governmental agencies and industry working groups.
- Coordinate and manage activities of engineering consultants and administers contracts to insure compliance with terms and conditions;
- Perform review of engineering consultants' transmission and substation project design specifications to insure compliance with OUC standards and desired project outcomes;
- Coordinate acquisition of all resources needed to successfully complete assigned projects including property rights, permits, materials, consultants and contractors;
- Recommend new and updated engineering design standards, practices, procedures, methods, and material specifications which promote a safe, reliable and cost effective transmission and substation system;
- Recommend policy level and procedural changes that improve design and operation of the system;
- Represent and negotiate OUC interests with consultants, vendors, contractors, developers, utilities, governmental agencies and industry working groups;
- Attend seminars and advanced technical training as needed and available;
- Coordinate, guide and train other personnel on specific projects and programs as assigned;
- Perform other duties as assigned.
- Working knowledge of all, but not limited to, the following:
- Power plants operations;
- Real time transmission system operations (i.e. Tags, schedules, outages, operators);
- System protection concepts, short circuit, and system command and control;
- Transmission equipment and applications;
- Environmental permitting processes and requirements in Central Florida;
- Substation layout analysis and evaluation;
- Mathematical and Analytical Skills;
- Financial and budgeting concepts;
- National Electric Safety Code;
- Electrical maps/drawings/schematics/diagrams;
- Substation materials and construction standards;
- Familiarity with all, but not limited to, the following:
- Equipment specifications for transmission lines and substations;
- Project financial, budgeting, and cash flow statements;
- Spreadsheets and PowerPoint presentations;
- OUC passenger vehicle;
- Software Applications (i.e. AutoCAD, PLS CAD, Primavera, Project Management tools);
- Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;
- Good communication skills, both verbal and written;
- Good negotiation and analytical skills;
- Adaptable and flexible in evolving work environments;
- Eagerness to learn and teach others;
- Understand and apply governmental accounting practices in maintenance of financial records;
- Ability to make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios, and percentages;
- Ability to use Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).
- Education/ Certification/ Years of Experience Requirements:
- Bachelor’s degree Electrical Engineering, Mechanical Engineering or directly related engineering degree, from an ABET accredited college or university;
- Minimum of eight (8) years total experience electric utility transmission/substation design engineering, project management, construction management or operations experience;
- Registration as a Professional Engineer (preferred);
- Advanced certification in Power Systems (preferred);
- Valid Driver's License.
