Role Reporting to the Director of Project Services the Senior Procurement Manager plays a key leadership role and is responsible for elevating the company’s procurement function across both U.S. and Canadian business units. This role blends strategic sourcing expertise with contract fluency to ensure competitive bidding, alignment with owner requirements, and timely procurement of critical materials and equipment.

Leveraging experience in both purchasing and contract negotiation, the Senior Purchasing Manager will build structure around procurement planning, strengthen vendor relationships, and ensure that proper commercial flow-downs are applied to all purchasing activities. This role will mentor the procurement team, support early-stage project development, and drive continuous improvement across tools, systems, and processes to support project success and mitigate risk.

Responsibilities

•

Maintain visibility of current and upcoming project needs to proactively identify what materials and equipment must be sourced

•

Ensure the team is equipped with tools, processes, and training to competitively bid material packages and secure favorable terms.

•

Develop a structured procurement approach emphasizing scope clarity, vendor comparison, strategic selection, and risk-based decision-making.

•

Collaborate with estimating and project teams early to identify long-lead items and engage critical suppliers.

•

Establish and maintain strategic relationships with key vendors to ensure competitive pricing, reliable supply, and early awareness of market trends or constraints.

•

Review owner contracts and ensure procurement activities reflect required flow-down requirements (insurance, tax, warranty, delivery terms, lien waivers, etc.)

•

Collaborate with legal to develop and maintain standardized procurement language aligned with contractual obligations.

•

Align procurement decisions and documentation with project-specific commercial risks and requirements.

•

Lead procurement planning and execution across regions, ensuring compliance with U.S. and Canadian regulations, including tax and import/export considerations.

•

Coordinate strategic sourcing efforts (e.g., bulk buys, vendor prequalification) across business units to enhance buying power and mitigate risk.

•

Support and implement vendor development strategies, including performance tracking, risk assessment, and long-term relationship management.

•

Mentor the Purchasing Manager and team to drive accountability, structure, and commercial acumen.

•

Standardize procurement tools, templates, and processes while allowing flexibility for regional needs.

•

Identify and address gaps in procurement planning, vendor engagement, and execution efficiency.

•

Oversee integration of procurement data with ERP, scheduling, and project controls systems.

•

Track and report on KPIs such as procurement cycle time, vendor performance, cost competitiveness, and delivery reliability.

•

Act as a key liaison to leadership, providing visibility into procurement performance, risks, and opportunities.

Requirements

Qualifications

•

Bachelor’s degree in supply chain management, Construction Management, Business Administration, or a related field (preferred).

•

Minimum of 8–10 years of progressive experience in procurement or supply chain management, specifically within the construction or project-based industries.

•

At least 3 years in a leadership role with proven success in strategic sourcing, team development, and vendor negotiations.

•

Strong understanding of construction contracts, flow-down obligations, and commercial risk management.

•

Demonstrated experience with procurement practices and regulatory compliance in both U.S. and Canadian markets.

•

Proven success in standardizing procurement processes, tools, and reporting frameworks across regions or business units.

•

Proficiency with ERP systems (e.g., ViewPoint or similar), procurement tools, and Excel-based reporting.

•

Excellent communication, negotiation, and cross-functional collaboration skills, including working with legal, estimating, project management, and finance teams.

•

Ability to interpret commercial terms and drive sourcing strategies that reflect project-specific risks and constraints.

•

Professional certifications (e.g., SCMP, CPSM, PMP) considered an asset.
