ABOUT NPCC

Northeast Power Coordinating Council, Inc. (“NPCC”) is a not-for-profit corporation in the state of New York responsible for promoting and enhancing the reliability of the international, interconnected bulk power system in Northeastern North America. NPCC is one of six Regional Entities which, together with the North American Electric Reliability Corporation (“NERC”), make up the Electric Reliability Organization Enterprise. NPCC operates under a delegation agreement with NERC. This agreement recognizes that NPCC meets the qualifications for delegation of certain roles, responsibilities and authorities of a cross-border regional entity as defined by Section 215 of the Federal Power Act in the U.S. and through Canadian provincial regulatory and/or governmental Memoranda of Understanding (“MOUs”) or Agreements.

As a part of the ERO Enterprise, NPCC is committed to the collective vision of a highly reliable and secure North American bulk power system and shares the joint mission of assuring the effective and efficient reduction of risks to the reliability and security of the grid.

NPCC carries out this mission through (i) the development of regional reliability standards and compliance assessment and enforcement of continent-wide and regional reliability standards, coordination of system planning, design and operations, and assessment of reliability, (collectively, “regional entity activities”), and (ii) the establishment of regionally-specific criteria, and monitoring and enforcement of compliance with such criteria (collectively, “criteria services activities”). NPCC provides the functions and services for Northeastern North America of a cross-border Regional Entity through its regional entity division, as well as regionally-specific criteria services for Northeastern North America through its criteria service’s division.


POSITION DESCRIPTION

Under the direction of the Manager, Operations Coordination, the Senior Operations and Events Analysis Engineer supports NPCC’s Situation Awareness and Infrastructure Security (SAIS) and Training, Education and Certification (TEC) Program Areas to actively coordinates communications and activities among the NPCC Areas (Reliability Coordinators) to maintain SA of the Bulk Power System (BPS), including significant occurrences and emerging risks, and threats across the Northeastern North America, and associated activities across the ERO Enterprise, to maintain an understanding of conditions and situations that could impact reliable operation. The Senior Operations and Events Analysis Engineer supports activities and implementation of the ERO Event Analysis (EA) Program within NPCC. Additionally, the position supports development and implementation of education and training programs necessary to enhance understanding and improve operations of the BPS.

The Senior Operations and Events Analysis Engineer will supply technical expertise and assist in the coordination and evaluation of regional reliability. The position supports the NPCC Members in areas of system operations/situation awareness, events analysis, and training and education, as necessary.


KEY RESPONSIBILITIES

Perform system situation awareness functions and provide technical and analytical support on an ongoing, near-real-time basis regarding the operational status of the bulk power system.
Facilitate and lead activities of NPCC Committees, Task Forces and Working Groups to ensure effective collaboration, technical alignment and timely execution of assigned tasks and initiatives.
Drive implementation of the NPCC Training and Education Program Area activities, pertaining to System Operator training.
Coordinate and conduct the administration and implementation of the NERC Event Analysis Program within NPCC, including leading technical event reviews and analysis.
Support system operations coordination and communications, which includes daily operations calls, weekly conference calls and reports, daily morning reports on operating conditions, regular and emergency communications and testing procedures used for emergency communications.
Support response and analysis of major events and other BPS occurrences as specified in NERC Rules of Procedure.
Identify and evaluate emerging industry and system risks or trends impacting the reliability of the BPS.
Review NERC Standards and NPCC Directories to develop training consistent with the applicable requirements and criteria to mitigate current and emerging operational risks.


EDUCATION AND CERTIFICATION/LICENSE CREDENTIALS

Bachelor’s degree in Engineering or an equivalent combination of related education and experience.
Minimum of five years of experience in electric power system control room operations, operations support and/or operations planning.
NERC System Operator Certification a plus.


FUNCTIONAL COMPETENCIES

Strong working knowledge of electric power system operation and/or planning.
Effective knowledge of related NERC Reliability Standards, NPCC Reliability Criteria, Directories and Procedures.
Excellent verbal and written communication skills.
Excellent interpersonal and conflict resolution skills.
Excellent organizational skills and attention to detail.
Strong analytical, statistical, and problem-solving skills.
Well-developed verbal and presentation skills and the ability to function effectively independently as well as in a teamwork environment.
Strong supervisory and leadership skills.
Proficient with Microsoft Office Suite or related software.


PHYSICAL REQUIREMENTS

Ability to sit for long periods of time, ability to communicate verbally, and in writing, and ability to handle long periods of screen time.
Ability to work and travel within the U.S. and travel to Canada.
