Position Overview:

The successful candidate will join the our UK-based Technical Evaluation team within CNOOC International’s global Business Development Centre, located in Uxbridge, reporting to the Technical Evaluation Manager who’s based in Beijing.

This role plays a key part in supporting the company’s strategic growth targets and offers an excellent opportunity to gain broad experience across a diverse range of assets, regions, and energy sectors, including both oil & gas and renewables. It also provides valuable exposure to the commercial dimensions of mergers, acquisitions (M&A), and new ventures (NV).

As part of a multidisciplinary technical team, the candidate will be responsible for evaluating and verifying surface facility designs, project schedules, and cost estimates related to M&A and NV opportunities. They will also integrate and quality-check technical data — including costs, schedules, and production forecasts — across disciplines and convert this into a consistent format for economic modelling. The role primarily supports M&A and NV activity in the Europe & Africa region, with potential involvement in global opportunities as required.


What you will bring:

The incumbent will be responsible for evaluating facility designs and development schedules in alignment with CNOOC’s Integrated Management System (CIMS) and Stage Gate Process. This includes applying engineering expertise to the design, development, and optimisation of oil and gas production facilities. A key deliverable will be defining facility parameters used in cost estimations, as well as preparing detailed facilities cost estimates and project schedules.

The role also involves identifying key project risks, opportunities, and mitigation strategies, while ensuring compliance with relevant industry regulations, safety standards, and environmental policies. The candidate will be expected to present technical evaluations and recommendations to CNOOC’s Expert Review Team and Senior Management to inform investment decisions.

Additionally, the candidate will oversee aspects of facility project execution — such as procurement, construction, and commissioning — particularly within the context of M&A due diligence. They will also contribute to the development of CIMS processes, workflows, and evaluation standards for facilities, and are expected to stay informed about emerging technologies and best practices across both oil & gas and renewables.

Finally, the candidate will support internal capability development by providing mentorship and technical guidance to junior engineers within the organisation.


Who are we looking for:

The ideal candidate will bring extensive experience and a strong technical foundation in oil and gas (O&G) facility engineering, including the evaluation of upstream assets and a working knowledge of the offshore engineering, fabrication, and construction industry. A deep understanding of industry regulations, safety standards, and environmental compliance is essential, along with proficiency in process simulation software and equipment sizing.

Candidates should possess strong analytical skills and be able to communicate complex technical data clearly and effectively, ensuring key messages are delivered with clarity and purpose. A commercially aware mindset is important, recognising the value of technical work within the broader business context rather than in isolation.

The role requires a self-starter who demonstrates initiative, produces high-quality work under pressure, and maintains professional integrity. Effective collaboration within multidisciplinary teams — often across cultural and time zone boundaries — is essential. The ability to thrive in a fast-paced, dynamic environment is also key.

Minimum requirements include a bachelor’s degree (or higher) in a relevant engineering discipline, professional membership with a recognised industry body, and proven expertise in the use of relevant software and analytical tools.


CNOOC and You:

In this role, you can participate in our Compressed Work Schedule (CWS), which offers two Fridays off per month in exchange for an additional 45 minutes of work each day. You will work collaboratively with colleagues in the office from Monday to Thursday, and from home on a Friday, when not on a CWS day.
