The M SS SAFETY MAUI Department of the P SAFETY AND EMERGENCY PLANNING & PREPAREDNESS Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Professional)



JOB FUNCTION:

Plays a critical role in creating a workplace that is safe, compliant, and supportive of progress. Facilitates development and sustainment of a safe work culture and works towards achieving a zero-incident safety culture. Conducts trainings and ensures employee understanding of critical protocols, identifies and analyzes potential hazards to develop improved procedures for optimal workplace safety, and proactively guides and supports teams to create safer work environments. Collaborates with operational areas, oversees implementation of, and carries out routine safety compliance programs. Serves as a champion of a sustained zero-incident safety future.



ESSENTIAL FUNCTIONS:

In partnership with assigned operations division management, removes barriers and roadblocks to ensure safety compliance with all applicable requirements, including but not limited to existing Health & Safety Manual, safety programs, Company policies, and regulations. Coaches/mentors/guides/interfaces with employees, alongside supervisory personnel in developing and delivering the appropriate safety work programs, practices and behaviors.
Inspects workplace environments, activities and conditions to ensure compliant with federal and state laws, regulations and requirements, and company policies, rules and procedures. Based on observations and interactions in the workplace, works collaboratively to develop and/or update programs, policies, and procedures that are designed to achieve a zero-incident safety culture. Keeps abreast of current and pending safety regulations by interfacing regularly with employees in their work location, department, and external resources.
Develops and continually reviews safety policies, writes procedures and disseminates information to reduce or eliminate safety risks. Provides research and technical expertise, designs programs and/or analysis and makes recommendations to management on a variety of difficult safety or health issues, programs, topics or enforcement concerns including current or proposed regulations and their potential impact upon operations.
Oversees the development and implementation of a variety of training programs and events to include safety and professional topics. Recommends annual training goals and conducts annual training assessments. Ensures training attendance records are maintained.
In conjunction with appropriate operations division management, monitors, audits and supports/facilitates the activities of company and contract personnel in safety related activities (e.g., Near-Miss and safety incident investigations), and develops corrective action plans to improve and enforce appropriate safety behaviors and requirements. Reviews work procedures for compliant with company and higher authority safety requirements and the incorporation of industry best practices.
Researches, develops, and analyzes safety metrics for management and others to aid in evaluating the company safety programs and standard operating procedures. Compiles and maintains required records to comply with existing regulations.
Investigates industrial, vehicle, and general public accidents/complaints to identify root cause, eliminate existing dangers and develop solutions that will reduce the risk of other accidents from occurring. Prepares formal reports with findings and recommendations to reduce occurrences. Provides assistance in litigation matters, as necessary.
Conducts personal and environmental monitoring of asbestos and/or lead exposure at various company locations, performs analyses, functions as “competent person” as required by law. Maintains required records as well as maintains pumps and accessories for monitoring work. These and other activities may require special safety and/or industrial hygiene certification and/or program completion in such areas as asbestos, lead, CPR, etc. Performs testing of employees covered by the Annual Employee Screening Program such as spirometry, audiometry and blood pressure. Compiles the necessary records to ensure compliance with existing regulations.
Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.


BASIC QUALIFICATIONS:


Knowledge Requirements

Thorough knowledge of best practices in achieving superior safety performance. Extensive knowledge of assigned Operations’ systems, processes, and equipment, as well as operations and maintenance work practices and procedures.
Working knowledge of relevant HiOSH, Federal OSHA, DOT, DOH, PUC, NIOSH rules, regulations, and guidelines related to safety issues, the National Fire Safety Code, various ANSI standards, and general electrical utility safety and health practices.
Working knowledge of Hawaiian Electric’s information systems and tools such as PC hardware and associated software (i.e., EXCEL, MS Word, Power Point, etc.).




Skills Requirements

Must be an effective communicator, and listener.
Empathic, understands in interactions with others who may not have the same knowledge or experience to effectively interact with all personnel. Must have excellent verbal and written skills and must be able to translate complex regulatory terminology into simple terms.
A motivator of people, a resource and proactive professional. Requires working with management to develop clearly defined, communicated and understood safety metrics and goals. Employee represents the company in a professional manner with outside agencies, vendors, government officials, etc.
The ability to collaborate with others to address, improve and meet company metrics and goals.
Ability to obtain certification as a first aid and CPR instructor, crane inspector, hearing conservationist, possess a certificate in spirometry, and complete NIOSH asbestos fiber course or equivalent, and the McCrone asbestos identification course or equivalent.
Ability to function at accident scenes, at various company facilities (fuel oil tanks, mountain trails, manholes) which may be graphic. Ability to ride helicopters and to respond to callouts at all hours, including weekends and holidays (including 12-14 hour shifts).
Leadership skills including oral, written, listening, communications skills including report writing, capability of developing audio/visual training programs, technical writing, conflict resolution, and the willingness and ability to train.
Must have or be able to qualify for a State of Hawaii driver’s license and a CDL, in order to travel to various field sites to inspect work sites and investigate accidents. Must meet the standards for frequent required driving positions as stated in the Hiring Standards for Required Company Drivers policy.
Ability to be a self-starter and to meet deadlines. Must be innovative and creative in approach to problem solving. Ability to participate as effective member of a “team”.
Demonstrated ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.
Recognizes and promotes the concept that a safe workplace is critical for efficient work processes, and delivers solutions to leadership for action. Accountable for removing barriers and roadblocks that hinder the process area from reaching its goals.
Must be able to read and understand blueprints and other technical (ex. power plant or transmission and distribution) drawings.




Experience Requirements

Three to five years experience in either:
+ maintenance/repair in a power plant or industrial environment, or + operations in a power plant or industrial environment or + transmission and distribution.


OR

Several years (3-5) industrial safety experience.
Few years (1-2) experience in electric utility or construction industry or equivalent; or
Several (3-5) years in the general work environment.
A few years (1-3) of leadership or supervisory experience preferred.
