The salary range shown represents the minimum to midpoint salary for this position. The actual salary offered will depend on qualifications and experience. Â

Responsible for planning and coordinating the safety, workers' compensation and loss control activities of Fort Pierce Utilities Authority's (FPUA) employees, customers and contractors. Conducts ongoing review of operations and processes to identify potential hazards, risks and control measures that should be implemented to reduce risks, including the costs involved in implementing such measures. Investigates workplace incidents, accidents and injuries, monitors and records work injury claims. Â Reports to the Human Resources & Risk Manager.Â

Works with departments in identifying unsafe working conditions or work practices based upon experience, research, information, and collaboration with safety reps and other department staff in an effort to ensure the safety of employees and reduce losses. Â Â

Performs inspections and onsite/field safety observations, with departmental support as needed, of all work locations. Meets with department heads and employees to discuss safety and loss prevention issues. Makes recommendations that will promote safety awareness.Â

Compiles, analyzes, and interprets statistical data related to occupational injuries and accidents, and prepares safety performance reports. Â Maintains complete and current statistics on accident frequency, severity, costs, and trends. Â Presents statistics and safety updates at quarterly Exempt Staff meetings and to other individuals/groups, as needed/requested.


Prepares applications for safety awards and grants.

Oversees, conducts and participates in incident, accident and visitor on-site investigations, evaluating accident causes, coordinates formal accident review, and Initiates after-incident drug testing process. Â Fully engaged in incident investigation and root cause analysis, all the way through completion of corrective action and necessary follow up with Departments.

Coordinates monthly safety training for all departments on an annual basis. Â Ensures that safety training provided by outside entities such as: First aid-CPR-AED, temporary traffic control, permit-required confined space, etc. is completed, as needed. Â Maintains and updates library of safety training topics and materials.Â

Submits work injury claims and necessary documentation to insurance carrier in a timely manner. Monitors progress of injured workers; serves as liaison between FPUA, claims administrator and attorneys.Â

Chairs the Safety Committee; utilizes and empowers Committee members to identify and resolve safety issues in their assigned departments, driving a safety culture and providing monthly safety training. Â

Conducts a minimum of four Safety Committee meetings at quarterly intervals. Compiles safety audit and inspection information and tracks follow-up. Tracks participation in safety meetings and training events.

Ensures online Safety Policies are current and updated as needed. Â Compiles safety audit and inspection information and tracks follow-up. Tracks participation in safety meetings and training events. Updates the Safety Manual and Emergency Response Plan(s) annually, or more often as needed. Â Ensures compliance with safety state and federal regulations and training requirements.

Publishes safety messages across the organization via TeamUA, Safety Bulletin Boards or other means.

Maintains electronic Safety Data Sheet System (e.g. MSDS) and reviews Safety Data Sheet Books, if used by individual Departments.

Budgets, tracks and promotes protective footwear and prescription safety eyewear programs.

Prepares and routes requisitions, purchase orders and other documents with specific processing requirements.Â

Prepare effective correspondence on routine matters and to perform routine office procedures.

Establishes and maintains departmental records, files, inventories, incident reports, OSHA logs, and workers compensation files. Â Files and maintains records as per record retention guidelines.

Assists in preparation of annual budget; and routinely provides and compiles information for the Safety Officer to manage budget and expenses.Â


Organizes and coordinates annual flu immunization clinic.Â

Monitor the removal of biological, physical or chemical hazards from a workplace.

Ensures safety equipment (AED, First Aid Kits) within each building is in working order, accessible and adequately supplied.

Operates and maintains an assigned company vehicle. Â Keeps assigned vehicle clean and maintains usage log and preventive maintenance.

Represents FPUA at Florida Municipal Electric Association Safety Committee meetings.

Develops and facilitates safety orientation for new employees.


Performs other duties, as assigned.


Â

Graduation from an accredited four-year college with a Bachelor degree in general studies, business or related field, or an Associate degree in Occupational or Public Safety, Management or Business, with three (3) years of experience working in the safety field in a municipal, construction or emergency management field. Â

Must have successfully completed the OSHA 30-Hour General Industry (#511) or Construction (#510) program, or have the ability to complete the program within one (1) year from date of hire. Â Ability to attain FDOT Intermediate Temporary Traffic Control certification within 60 days of hire. Â Associate Safety Professional (ASP), Certified Utility Safety Professional (CUSP), or other applicable nationally recognized certification is preferred.

When considering new job applicants, a comparable amount of training and experience may be substituted in lieu of some of the minimum qualifications.

Thorough knowledge of the principles and practices of accident prevention, and of federal and state regulations and standards pertaining to employee safety.


Considerable knowledge of

Occupational Health and Safety Regulations and FDOT Traffic Control Procedures.
Safe methods of construction, including principals, materials and equipment.
Accident/injury investigative techniques and requirements.
Safety subjects and ability to teach and instruct employees.
Computer knowledge and efficiency, including but not limited to, Microsoft Office products.Â


General knowledge of

Industrial safety practices relating to electric, water, wastewater, and natural gas utilities.
State of Florida Workers' Compensation law
NESC, NEC, and APPA and AWWA Safety Manual.


Ability to

Identify and evaluate hazardous conditions in the work environment and recommend appropriate means and methods to reduce risk. Â
Promote safety and to develop and coordinate effective programs for the prevention of incidents, accidents and reduction of occupational hazards.
Maintain discretion and confidentiality at all times
Develop and maintain effective working relationships with customers, supervisors, other employees and the general public.
Communicate clearly and concisely, both orally and in writing.
Prepare reports and maintain records.
