Job Summary

The Senior Safety Advisor is responsible for conducting safety observations and analyzing observation data to identify trends and training requirements. Research, suggest, and implement behavior-based observation best practices. Provide updates on observation best practices to the Safety and Health Department staff. Additionally, the Senior Safety Advisor will collaborate with teams to mentor, train, coach, and provide support with the goal of building a positive culture where employees are helping each other to perform work safely and are open and interested to learn from each other. The Senior Safety Advisor will support the Health and Safety Director in imple­menting programs and procedures to reach CORE’s safety goals. This position will assist with regulatory compliance requirements, safety training, and root cause analysis of incidents and near misses. The Senior Safety Advisor will guide safety compliance and respond to areas where staff require training.

Essential Duties And Responsibilities

- Conducts observations of work practices and provides constructive feedback and assistance to ensure a safe working environment. The goal is to assist with projects in real time to create a positive, safe work environment that encourages engagement and safe work habits.

- Conducts audits of vehicles and equipment. Corrects or recommends actions to the Health and Safety Director to remedy any unsafe conditions.

- Reviews the Cooperative’s Safety Manual and helps build new safety procedures.

- Reviews and creates written incident reports on contractor safety incidents.

- Reviews incidents and accidents, prepares reports, conducts root cause analyses, and recommends solutions. Assists in the analysis of all injuries and motor vehicle accidents involving Cooperative vehicles or equipment; and, when required, will visit the acci­dent site to perform an onsite analysis.

- Provides safety onboarding for new hires and contractors.

- Coordinates hot stick, dielectric, and ground testing programs for all districts. Conducts periodic inspections and testing of tools and personal protective equipment.

- Identifies processes, work practices, environmental conditions, and other areas of risk that need improvement. Works with department staff to implement solutions.

- Reviews safety observations to identify training opportunities or procedural gaps.

- Identifies cooperative policies and practices that deviate from any established federal, state, and local safety laws and rules. Makes recommendations to the Health and Safety Director as to procedures and equipment that would correct deficiencies.

- The Senior Safety Advisor assists the Health and Safety Department with ensuring that the company meets the current compliance requirements on all federal, state and local levels, including, but not limited to, the following areas:

- OSHA Regulations

- Utility Regulations

- DOT Regulations

- CORE Safety Manual

- Environmental Regulations

- Must be knowledgeable of all current regulations and new developments concerning safety and loss control at electric utilities.

- Develops and presents safety demonstrations to the members of the Cooperative.

- Develops and implements special projects as assigned by the Safety and Health Director.

- Participates in and/or provides support for various committees or task forces as requested.

- Conducts crew support, observations, incident analysis, or other duties after hours and on weekends as directed by the Health and Safety Director.

- Stops work when necessary to prevent an injury or accident.

- Monitors the effectiveness of existing practices and compliance programs such as:

- Use and care of rubber gloves and sleeves

- Use and care of rubber cover-up materials

- Use and care of Personal Protective Equipment

- Use and care of hot line tools

- Use and care and inspection of protective grounds

- Inspections of vehicles, truck tools, personal tools, winches, first aid kits, etc.

- Requires extensive presence in field operating environments.

- Work independently and collaboratively toward general and specific goals.

- Responsible to coordinate observation schedules to ensure a balanced frequency.

- Analyze observation data to identify trends and training requirements.

- Research, suggest, and implement behavioral observation best practices.

- Provide training to the Safety and Health Department staff.

- Travel to district offices, within service territory, and attend conferences, seminars, and other training opportunities to stay continually aware and knowledgeable of industry changes.

- Performs other duties as required.


Minimum Qualifications Of Position

- A high school diploma or equivalent is required.

- Minimum 2 years of experience as a Journeyman Lineman (5 years preferred)

- Prior experience in utility operations, with specific knowledge of safety procedures in transmission and/or distribution operations is required.

- Safety specific certifications and/or informal safety experience within field and operational roles.

- Proven experience working collaboratively across departments.

- In-depth knowledge of utility and Cooperative safety standards and operating procedures is essential.

- Satisfactory background check and pre-employment drug screen results.


Preferred Qualifications Of Position

- Knowledge of occupational and industrial safety desirable.

- CLCP or CSP certification

- Confidentiality: able to exercise appropriate discretion and confidentiality or able to exercise discretion, confidentiality, and objectivity in complex and sensitive situations.


Working Conditions And Physical Requirements

- Light work: Exerting up to 20 pounds of force occasionally. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

- The worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes.

- The worker is subject to outside environmental conditions: No effective protection from weather.

- The worker is subject to extreme cold: Temperatures typically below 32 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as wind and humidity.

- The worker is subject to extreme heat: Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as wind and humidity.

- The worker is subject to noise: There is sufficient noise to cause the worker to shout to be heard above the ambient noise level.

- The worker is subject to atmospheric conditions: One or more of the following conditions that affect the respiratory system of the skin: Fumes, odors, dusts, mists, gases, or poor ventilation.
