The term of this appointment will be a maximum of 36 months and Limited Term (LT). All persons hired into Limited Term (LT) positions will be required to sign a term of employment letter specifying conditions of employment.

HOURS OF WORK: 4/10's, 7:00 a.m. - 6:00 p.m., M-Th

The ideal candidate will acquire understanding of risk management processes; familiarity with District IT systems, water industry and business processes. Ability to subrogate claims; confidence in dealing with customers who are seeking reimbursement through the District’s Leak Repair Reimbursement Program. Willingness in learning new technology; and works well in a team environment.

INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The candidate hired will be required to pass a drug screening, background check and may be required to pass a job-related physical evaluation.


GENERAL PURPOSE

Under general supervision, performs responsible professional duties in support of the District’s risk management and loss control programs; reviews and approves insurance coverage documents required for contracts, agreements and leases to ensure conformance with District/SNWA policies; evaluates, adjudicates and subrogates first party captive liability claims; administers the District’s Builders’ Risk property insurance program; and performs related duties as assigned.


DESIRED MINIMUM QUALIFICATIONS


Knowledge of:

General principles, practices, methods and techniques of risk management and loss control, particularly as they relate to ensuring adequate general and financial liability protection; industry standards, practices and procedures for analyzing and adjudicating first-party claims; federal and state laws and regulations governing governmental liability and the indemnification of risk applicable to a water utility; insurance industry trends, operations and practices applicable to investigating and administering general liability, auto liability and bodily injury claims and setting claims reserves; District policies and procedures for reporting property damage and personal injury; risk management information system software, methods and techniques; effective business communication principles and practices; recordkeeping practices and procedures applicable to areas of assigned responsibility.


Ability to:

Operate a computer and use standard business and specialized risk management information system software; analyze information and issues, evaluate alternatives, reach sound conclusions and make appropriate recommendations; analyze contract and agreement documents to ensure compliance with District/SNWA insurance and indemnification requirements; analyze, classify and rate risks, exposure and loss expectancies; prepare clear, concise and accurate reports, analytical studies and other written materials; understand, interpret, explain and apply District policies and procedures and applicable local, state and federal legislation; use computer tools and software to develop standard and customized reports; maintain accurate and complete claims records and files; exercise sound judgment within established guidelines; communicate clearly, effectively and courteously; work with contractors, brokers and carriers to resolve difficult coverage issues; use tact and diplomacy in dealing with sensitive and confidential issues and situations; establish and maintain highly effective working relationships with managers, supervisors, employees, claimants, contractors and vendors, insurance carrier/broker representatives, the public and others encountered in the course of the work.


Training and Experience:

A typical way of obtaining the knowledges, skills and abilities outlined above is graduation from a college or university with major course work in finance, public or business administration or a related field; and three years of increasingly responsible professional experience in the administration of risk management and loss control programs in an insurance company, brokerage or employer risk management department, including investigation and adjudication of liability claims; or the equivalent combination of training and experience.
