POSITION PURPOSE

Provide Madison Gas and Electric Company (MGE) with the technical expertise and project management skills necessary to monitor and coordinate all aspects of North American Electric Reliability Corporation (NERC) compliance with specific emphasis on NERC and Midwest Reliability Organization (MRO) compliance activities. The position will be a primary advocate for the Company's compliance. The position will be responsible for developing, managing, and implementing procedures and initiatives to ensure that MGE remains compliant with NERC Reliability Standards and, therefore, minimizes financial exposure to MGE that could result from noncompliance and impact customer reliability.

Definition: NERC Reliability Standards define the reliability requirements for Planning, Operations, and Cybersecurity protections to the North American bulk power system. Reliability compliance includes compliance with standards and operating policies from NERC, Federal Energy Reliability Commission (FERC), MRO, Midcontinent Independent System Operator (MISO), and other regulatory agencies, including applicable Transmission Operators (TOPs).


DUTIES AND RESPONSIBILITIES

Monitors development and revision of NERC Reliability Standards (NERC, MRO, MISO, FERC, etc., policies and procedures) and notifies affected or potentially affected functional areas of Standard Authorization Requests; draft, new, or revised standards; comments on draft standards; standards being balloted and ballot results; NERC/FERC action on standards; and fully approved or new standards.
Advocates corporate compliance among affected Company departments. Conveys a sense of enthusiasm toward meeting and exceeding all regulatory requirements by incorporating internal controls via an MGE-wide Internal Compliance Program.
Ensures that data requests by FERC, NERC, MRO, or other entities are coordinated with affected areas and completed and submitted in a timely manner.
Coordinates on-site/off-site compliance audits by MRO (or other organizations), including identifying and scheduling personnel to participate in the audit, communicating the nature and scope of the audit to affected individuals, assembling and organizing relevant documentation for auditor review, coordinating audit, coordinating development, and monitoring implementation of any required mitigation plans.
Coordinates on-site/off-site readiness assessments by MRO (or other organizations), including identifying and scheduling personnel to participate in the assessment, communicating the nature and scope of the assessment to affected individuals, assembling and organizing relevant documentation for assessment review, coordinating assessment, and coordinating response plan for assessment recommendations.
Minimizes financial risk to MGE by monitoring developments of the NERC Standards and compliance process and keeps MGE management informed by providing periodic updates to the MGE NERC Compliance Authorizing Officer.
Reports the status of compliance efforts, mitigation plans, and potential changes in standards requirements to MGE's NERC Steering Committee (as its facilitator) and other interested individuals.
Coordinates the development of mitigation plans when actual areas of noncompliance are identified by MRO audits/assessments or when potential areas of noncompliance are identified by MGE internal audits, self-discovery, etc. Tracks and follows until complete all self-reports and self-logs as described by the MRO.
Generates and maintains NERC compliance documentation, including supporting documentation and evidence, as required by standards and maintains and updates appropriate databases.
Initiates and coordinates internal MGE NERC readiness/compliance audits to periodically assess compliance to applicable standards by employing detective controls. Employs preventive controls for emerging risks to MGE's positive compliance profile.
Continuously reviews and proposes modifications to MGE's operating procedures and documentation to meet applicable compliance requirements.
Assists with reliability compliance activities. This may include developing in-house training courses on compliance topics which qualify for CEHs and assisting with the development and implementation of training drills and simulations.
Participates as MGE's liaison on Transmission Access Policy Study (TAPS), NERC, and North American Energy Standards Board (NAESB) and industry trade groups as needed by participating in conference calls, meetings, and email communications. Engages subject matter experts as needed and communicates issues and positions to TAPS NERC/NAESB group.
Performs other work as assigned by Legal management, such as providing technical support for other MGE personnel.


QUALIFICATIONS


Education and Experience

Technical degree in power systems or equivalent; a college degree in electrical engineering or electrical engineering technology preferred.
Minimum of five years of experience in electric utility operations or utility regulatory compliance or equivalent.
Auditing experience preferred.
Project management experience preferred.


Knowledge and Skills

Able to read, assess, analyze, interpret, and apply technical regulatory standards, including federal, state, and local laws, statutes, rules, regulations, and technical documentation.
Thorough knowledge of operating practices and procedures of interconnected electric systems.
Knowledge of NERC, MRO, American Transmission Company LLC, and MISO operating policies.
NERC-Certified System Operator or the ability to become NERC-certified.
Knowledge of computer applications, including Microsoft Office products, and the ability to maintain and manage databases for the storage and retrieval of documents and compliance evidence.
Good human relations skills.
Good written and oral communication skills.
Able to rapidly and accurately review detailed technical information and identify key points.
