Job Description
Creates quantitative and qualitative analysis required to support corporate objectives, management decision-making, or comply with regulatory agencies or other reporting requirements. Assists in the development and implementation of pricing and/or regulatory strategies, advises and recommends to management appropriate actions, and represents the company publicly in rate case or open meeting matters before state utility commissions. Provides customer service and builds and maintains relationships with both internal and external departments/agencies in order to analyze, influence, streamline, and implement processes.
In Addition, The Successful Candidate May Be Responsible For
- Support of regulatory accounting functions, including but not limited to: assisting with the development of revenue requirements in general rate cases, creation of quantitative and qualitative analyses necessary to support regulatory deadlines and requirements, accounting research or analysis evaluating changes in regulatory accounting rules or commission orders impacting utility financial results of operations, or other as required to support Company objectives.
- The preparation of analysis, applications, petitions, comments, and/or proposed tariffs to support regulatory or tariff change applications, applications to adopt specific utility practices, or responses to show-cause orders of the regulatory commissions.
- Ensuring compliance with certain monthly, quarterly, or annual filing/reporting requirements in the areas of non-revenue related items (such as affiliated interests, disposition of property, meter testing, and similar reports).
- Preparing and providing expert testimony before state and federal regulatory commissions regarding rate and tariff matters and rate applications and likewise evaluates testimony and exhibits of commission staff and intervenors and develops strategies for quasi-judicial hearings including cross-examination questions for Regulatory Counsel.
- Requires a bachelor’s degree in finance, economics, accounting, general business, tax, statistics or another related field in one of these related disciplines.
- Good understanding of subject area fields such as finance, economics, accounting, energy policy, taxation, statistics, and utility operations.
- Ability to perform analysis as structured by others.
- A team-oriented, collaborative approach to working with others.
- Requires a minimum of 3 years of related experience.
- Requires excellent verbal and written communication skills and demonstrated relationship building, collaboration and influencing skills in working with internal and external stakeholders.
Hiring Range: $84,939 - $110,421
Regulatory Affairs Manager I
- A bachelor’s degree in finance, economics, accounting, general business, tax, statistics or another related field is required.
- Preference will be given to applicants with a demonstrated background in accounting, preferably public and/or utility accounting or other specified area.
- Demonstrated success in working with external regulatory staff, commissions, other state and federal agencies, and/or other industry participants.
- A team-oriented, collaborative approach to working with others.
- Other combinations of education and experience will be considered.
- Requires a minimum of 5 years of related experience
- Requires considerable knowledge and understanding of the company’s major business processes and operations.
Hiring Range: $96,517 - $126,439
Regulatory Affairs Manager II: meets all requirements of level I and:
- Requires a minimum of 7+ years of related experience.
- Expected to work independently with little supervision or oversight.
Hiring Range: $109,815 - $144,406
Other Combinations Of Education And Experience May Be Considered. Hybrid work options are available for this role. The successful candidate will be required to work at our Spokane Headquarters at least 3 days per week including Mondays and Tuesdays with additional day(s) determined by the manager. To Apply
