The Real Property & Regulatory Administrator is responsible for all real property and legal related needs including, but not limited to, rights of entry/grants of easement, and maintaining proper documents and records related to KIUC property rights. Provides clerical, administrative, and research support services for all regulatory matters including, but not limited to, investigatory docket filings, rate case filings, tariff filings, and other compliance filings. Provides support for the department and all regulatory activities as required.
The salary range for this position reflects a number of factors considered in compensation decisions, including but not limited to the candidate’s skills, experience, training, licenses and certifications, and the organization’s business needs. In alignment with our compensation philosophy, candidates are typically not placed at the top of the range; however, placement within the range will be based on individual qualifications and relevant circumstances. The range provided represents what KIUC would reasonably offer a qualified candidate.
This position requires the incumbent to be physically on-site. Applicants must be authorized to work for ANY employer in the United States. We are unable to sponsor or take over sponsorship of an employment Visa at this time.
- Gather information from Warranty and Quit Claim Deeds, Leases, Licenses, Declarations, and Bylaws concerning legal issues involved with the preparation of Grant of Easement and Right of Entry agreements. Coordinate with external attorneys on legal opinion of documentation as required. Prepares applicable agreement. Establish own legal knowledge base for customer inquiries and concerns.
- Serve as a resource for KIUC Distribution Planners during the preparation phase of legal exhibits. Under supervisor's oversight acts as liaison between Distribution Planners and real property owners, government agencies, commercial entities, attorneys and developers. Review exhibits to ensure KIUC's rights to construction and maintenance of electrical facilities are protected.
- Organize and facilitate discussions that may involve KIUC staff, customers, developers, or others with interests in the KIUC attainment of real property access rights. Participate in the resolution of concerns and disputes relative to KIUC property access rights. Participate in the resolution of concerns and disputes relative to KIUC property access rights, including potential inclusion of KIUC legal counsel in more serious disputes.
- Responsible for compliance and management of records of all cooperatives' leases, vehicle titles, easements and real property documents physically and electronically, and provides title evidence to RUS and various agencies.
- Maintain Notary Public Commission, keep abreast of new and revised Attorney General compliance requirements and perform as Lead Notary Public for KIUC.
- Research, analyze, organize, and format data for regulatory reports, applications, pleadings, testimonies, exhibits, responses to information requests, and other studies under supervisor's direction.
- Develop and prepare materials for regulatory filings. Circulate for review, facilitate consensus, and finalize in preparation for filing.
- Monitor, review, and analyze regulatory rulings. Build and maintain relationships with the PUC and other stakeholders in the Hawaii regulatory arena.
- Provide accurate and timely regulatory compliance filings monthly, quarterly, and annually. Assist with coordinating new rate changes for billing and internal/external postings.
- Coordinate updating, developing, and distributing various regulatory reports, communications, and materials.
- Provide regulatory support to other departments and projects while embracing and utilizing new technologies for continuous improvement.
- Perform all other duties as assigned.
- Associate's Degree or equivalent experience in a business-related discipline with concentration on legal documentation required.
- Must possess, or be able to obtain, a valid State of Hawaii Driver's License.
- Must possess, or be able to obtain, a Notary Public Commission.
- Minimum 2 years' experience in legal, regulatory, or real estate-related areas; emphasis on experience with procuring real property access rights preferred.
- Experience in the utility sector and/or regulatory affairs desired.
- Legal documentation formatting, including knowledge of formatting contracts, real property agreements and leases.
- Proficient with Microsoft Office and other relevant office applications.
- Must be detail-oriented and possess strong organizational skills to handle multiple priorities effectively.
- Must be able to handle private, sensitive, and confidential information within KIUC guidelines.
- Must be able to positively and effectively engage and influence stakeholders at all levels within the organization.
- Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to effectively present information and respond to questions from Board of Directors, Senior Staff, employees, customers, vendors, contractors, governmental & regulatory agencies, and the public.
- Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
- Ability to apply complex mathematical concepts related to real property and regulatory affairs.
- Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

- The ability to frequently communicate information and ideas so others will understand; must be able to exchange information accurately both in-person and over the phone.
- The ability to frequently perform activities requiring close visual acuity to: prepare and analyze documents and spreadsheets; view items on a computer monitor; perform extensive reading; etc.
- The position frequently requires distance vision, depth perception, color vision, and the ability to adjust visual focus to: ascend/descend stairs; traverse on different – possibly uneven – flooring surfaces, especially if required to go outside an office environment; and to safety drive a vehicle for business purposes.
- This position occasionally requires the ability to bend/crouch in order to move, transport and/or position parcels, packages, boxes, and/or other items within, as well as outside, the office environment weighing up to 45 .
- Frequently exposed to noise, dust, light, and temperatures normal for an indoor office environment; occasionally exposed to noise, dust, light, and temperatures normal for an outdoor/commercial work environment when required to leave the office environment.
- This position occasionally requires the ability to work longer than a normal work week and/or to travel on- and off-island to attend training, to serve as a representative of KIUC, or for other business purposes.
