Position Overview:
Project Supply Chain Manager
is responsible for leading strategic sourcing activities, including RF(x), negotiations, and contract execution in support of capital projects. It involves managing procurement processes conducted by third-party firms on behalf of Motiva, while implementing Motiva's Contracting and Procurement (CP) policies, procedures, and best practices. The position requires close collaboration with internal stakeholders, external EPC firms, and the internal CP team to enhance value delivery through the Motiva CP framework. A key focus is ensuring CP is recognized as a strategic, value-adding partner by actively engaging the supply base and introducing innovative approaches to project execution. This role will report to the Supply Chain Manager - Major Capital Projects
Responsibilities:
- Actively engage with key stakeholders from the Capital Projects Organization to gather business requirements and specifications and develop competitive and credible sourcing strategies, supplier selections and decisions.
- Ability to lead assigned projects supply chains end to end, from FEL0 to Execution and close out.
- Engage with market, and source contractors and suppliers for participating in the procurement process.
- Develop and implement sourcing strategies for services designed to support the identified business needs synergizing with approved category strategies.
- Perform purchasing activities in compliance with procurement standards, controls, and ethical business practices.
- Negotiate key commercial terms and conditions and liaise with Legal and Risk Management teams as required to ensure contractual terms and conditions are acceptable and serve to minimize risk.
- Select, drive, and develop suppliers in line with organizational business requirements and track supplier performance on a continuous basis.
- Qualify or pre-qualify contractors to assurance capabilities in areas such as safety and health, financial well-being, labor and equipment rates, and employment/resource levels.
- Develop and maintain on-going relationships with all relevant stakeholders and contractors to influence, shape and support key business requirements.
- Continuously seek out and identify ways of taking out cost to meet individual and team targets as well as working with stakeholders to lower and optimize spending.
- Navigating portfolio demands across a range of projects in different stages of development.
- Analyze RF(x) packages and develop awareness of associated risks with key stakeholders.
- Track and document scope of work changes, communicate with contractors as focal point for ongoing issue resolution, including warranty issues.
- Strong commercial acumen across the contract lifecycle, from drafting, negotiating to post award contract management and close out.
Experience and Qualifications:
Required Education & Experience:
- Bachelor's degree in Construction Management, Supply Chain Management, Business, Finance, Engineering, or a related field.
- Proven experience in developing and delivering EPC contracts across various remuneration models.
- Minimum of 10 years of relevant experience in project procurement, supply chain, commercial negotiations, contract development, contract management, or a related discipline.
- Hands-on experience with contracts and/or procurement in an Operator, Owner, or EPC contractor environment.
- Strong work ethic with demonstrated strategic thinking capabilities.
- Excellent organizational skills with the ability to manage multiple initiatives and projects concurrently.
- Ability to build and maintain effective relationships with internal stakeholders and external business partners.
- Exceptional verbal and written communication skills.
- Proficiency in ERP systems such as SAP and Ariba, as well as Microsoft Office Suite (Excel, Word, PowerPoint).
- Experience working on oil and gas projects with a solid understanding of the industry value chain.
- Master's degree in Business, Supply Chain, Construction, or a related Engineering field.
- Experience delivering project contracts in brownfield environments.
- Deep understanding of procurement processes and best practices.
- Demonstrated stakeholder engagement skills, serving as a single point of contact for supply chain activities.
- Experience in category management and supplier sourcing.
- Strong financial analysis capabilities.
- Skilled in 3D influencing and negotiation techniques.
- Proven relationship management and risk management experience.
- Background in manufacturing, particularly within refinery operations.
- Familiarity with Lean and Six Sigma methodologies.
