SALARY RANGE

The advertised hiring range for the Project Planner Scheduler II will be $82,160 - $102,700, with a maximum opportunity of up to $123,240 with tenure and strong performance.

The advertised hiring range for the Project Planner Scheduler III will be $97,360 - $121,700, with a maximum opportunity of up to $146,040 with tenure and strong performance.

The advertised hiring range for the Project Planner Scheduler Senior will be $112,560 - $140,700, with a maximum opportunity of up to $168,840 with tenure and strong performance.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING

The Project Planner Scheduler will be filled at the II, III or Senior level, contingent upon the experience level of the selected candidate.

Project Planner Scheduler II Overview

Responsible for planning and scheduling duties for both maintenance and capital projects for the division assigned. This includes developing and maintaining schedules for projects, programs and the division's annual work plan. Work collaboratively with project managers and teams to create, maintain and update schedules. Participate in a collaborative effort to develop project scheduling and schedule reporting standards, processes, reports and tools using Primavera, Maxavera, Maximo, PeopleSoft and other tools. Works with the manager of project support, project managers and business offices to support the District's project and program planning, scheduling, budgeting, reporting and asset-planning efforts.


Project Planner Scheduler II Responsibilities

Develop and update schedules for projects and programs. Work collaboratively with project managers on progress, risks, and resource allocation.

Maintain project-based, annual and five-year work plans with input from work groups, clients and director. Assists with engineering resource capacity planning.
Assist with maintaining and reporting on project cost controls that support the execution of projects for the responsible division within the District's project management and project portfolio management environment. Act as a liaison between project managers and business managers to ensure timely communication of budgets, expenditures and variances. Support managers, engineers, and project managers by providing project related Maximo work orders.
Utilize standard project work break-down structures, schedule templates and project schedule reports. Educate engineers, project managers and construction managers on their use.
Maintain an integrated monthly project schedule with input from project leaders using Primavera and related software. Collaborate with engineering and project management and division business managers to produce monthly summary report.
Collaborate with planning teams in creating and updating work plans.
Receive and track requests for action (RFAs) and service requests (SRs). Maintain log and report to managers and directors.
Monitor progress on work plans, update periodically and report to managers and directors.

Project Planner Scheduler II Education

Equivalent experience (year for year) may substitute for required education.

Bachelor's Degree (B. S. or B. A.) in Business, Construction Management, Engineering Technology, Engineering from a four-year college or university is required.

Equivalent experience (year for year) may substitute for required education.


Project Planner Scheduler II Experience

3+ years with demonstrated progressive responsibility as a project scheduler, project manager, construction manager, project engineer, project superintendent or operations manager is required.
Experience in the utility and/or construction industries is preferred.

Project Planner Scheduler II Licenses and Certifications

Certified Project Management Professional (PMP)-PMI is preferred.
Certificates in various project management disciplines and/or project management tools are preferred.

Project Planner Scheduler II Skills and Abilities

A fully skilled incumbent will have the following knowledge skills & abilities:

Working knowledge of project management, project scheduling and construction means and methods used to manage complex projects in the utility, hydroelectric, water resource and construction fields.

Strong communication, teamwork, and coordination skills.
Excellent interpersonal and communication skills and critical thinking ability and the ability to effectively collaborate with project managers, engineers, contractors, maintenance managers, crafts people and utility leadership.

A fully skilled incumbent will have the following knowledge skills & abilities:

Detailed knowledge of project management, project scheduling and construction means and methods used to manage complex projects in the utility, hydroelectric, water resource and construction fields.

General knowledge of public works procurement, bidding, award and close out processes, according to Washington state law.
Strong communication, teamwork, and coordination skills.
Excellent interpersonal and communication skills and critical thinking ability and the ability to effectively collaborate with project managers, engineers, contractors, maintenance managers, crafts people and utility leadership.

Project Planner Scheduler Senior Overview

Responsible for leading a full range of planning and scheduling duties relative to both maintenance and capital projects for the division assigned. This includes developing and maintaining schedules for major projects, programs and the division's annual work plan. Perform independent assessments of project progress as required, and work collaboratively with project managers and teams to create, maintain and update schedules. Participate in or lead a collaborative effort to develop project scheduling and schedule reporting standards, processes, reports and tools using Primavera, Maxavera, Maximo, PeopleSoft and other tools. Work with division directors, engineering managers, project managers, construction managers, engineers, clients and business staff to support the District's project and program planning, scheduling, budgeting, reporting and asset-planning efforts. Provide extensive guidance to others on a continual basis concerning work plans and schedules.


Project Planner Scheduler Senior Responsibilities

Lead the development and updating of schedules for projects and programs. Create high-level (summarized) integrated schedules from individual schedules created and maintained by project leaders. Develop an independent perspective about progress made and conflicts or resource issues that could affect progress.

Develop and maintain project-based, annual and five-year work plans with input from work groups, clients and director. Identify labor and resource conflicts, gaps and bottlenecks. Has lead responsibility for performing engineering resource capacity planning.
Develop and maintain standard project work break-down structures, schedule templates and project schedule reports. Educate engineers, project managers and construction managers on their use.
Create and maintain an integrated monthly project schedule with input from project leaders using Primavera and related software. Collaborate with engineering & project management and division business managers to produce monthly summary report.

Licenses and Certifications

Certified Project Management Professional (PMP)-PMI is preferred.

To perform this job successfully, an individual should have knowledge of the following:

Expertise in operation of computers and general office equipment.

Must be proficient in reading, writing and speaking English.
Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
As a secondary function, drive a motorized vehicle while conducting business on behalf of the District.
