The Project Cost Controls Analyst II is a career level professional that that performs financial review of project scope, schedules, cost estimates and risk for large capital projects (greater than $1MM) and other large special projects requiring strict governance. This position will coordinate with Project Managers to regularly update actual costs, forecasts, monthly execution status reports, and other financial reports. The position is also responsible for completing project estimates once the project has been through the large capital approval process and preparing cash flows in conjunction with the project team.

- Coordinate with Finance and Accounting departments on alignment of cost accounting and project cost management.
- Contributes value (insight based) deliverables, and executes departmental strategies regarding project cost related activities.
- Maintain and apply the work breakdown structure (WBS) and create a project chart of accounts to map actuals to the WBS
- Create purchase requisitions and track commitments against the budget
- Collect, coordinate, monitor and track cost data with contractors, vendors and project team members to manage project forecast
- Gather supporting data, analyze and prepare detailed engineering estimates project cash flow, Estimate to Complete, Estimate at Completion for project management approval. Identify and investigate variances for Project Manager review.
- Analyze project costs and work to ensure accounting accuracy by submitting accounting reclasses and accruals
- Review vendor invoices and supporting documentation with Project Manager or project coordinator for contract compliance and accuracy
- Develop contingency and management reserves for budget and coordinate budget transfers, budget changes, and contingency drawdown/release
- Support Project Managers/Construction Managers with cost management and the cost aspects of risk and issue management
- Develop and maintain project reporting and support the development of project execution plan
- Works independently and receives limited guidance
- Decision-making involves the use of judgment with some emphasis on the development of new/improved procedures and on the translation of policy into operational plans
- Solves problems that have an impact on a specific function or technical area
- Considers future project implications beyond the immediate problem and brings them to the attention of the project team and management
- Bachelor’s degree in Business Administration, Finance or related field
- 3+ years of related experience- Willingness and ability to learn new technologies on the job
- Demonstrated ability to communicate complex results to technical and non-technical audiences
- Proficient at functioning effectively within a team environment and presenting ideas and opinions in a respective and collegial manner
- Strong customer focus and employee experience mindset
