This position reports to the Business Support Manager of Energy Services & Development (ES&D). As a Procurement Supervisor, this position provides general supervisory level leadership for revenue contracting, purchasing, contracting materials, services and work to supply safe, reliable, cost-effective, responsible power generation and innovative energy and business solutions.
Principal Accountabilities
Provide full leadership and guidance to the procurement team; prepare annual budget for the work group and ensure operations are within budget limitations; develop and implement strategy for maximizing efficiency and decreasing costs to meet business plan objectives and achieve continuous improvement. Make recommendations and determinations about personnel regarding employment, performance expectations, performance reviews, promotions, salary changes, transfers, and terminations. Prepare performance objectives for and advise subordinates in the more complex phases of their work. Coordinate the activities of the work group with other areas of ES&D.
Supervise Activities Associated With The Following Functions
- Revenue contracting in support of ES&D provided services in accordance with ESDI 2.17 Energy Services and Development Business Process Workflow.
- Grant proposal development and application in accordance with ESDI 4.1
- Contract services and work (contract development, bidding, source selection, negotiations, evaluation, cost and price analysis, award, problem resolution and administration associated with services or work rendered from outside agencies, et al).
- Evaluation and procurement of materials and services. Includes full procurement process and activities associated with planning, development of purchasing strategies, maintaining market intelligence, and performance management of suppliers of strategic materials and services.
- Ensure contracting activities comply with Environmental Management System of Energy Northwest purchasing, contracting and credit card program services. Resolve any/all resulting issues timely.
- Provide input and recommended updates to the User’s Guide to Contracting, Energy Northwest (EN) Cost Principles, Purchase Order and Contract Terms and Conditions, Source Evaluation Guidelines, Contract Negotiations Guidelines, and SCS Procurement instructions.
- Execute procurement actions with a value up to and including $350,000 consistent with the law, and practice.
- Evaluate, recommend and approve (via specific delegated authority) certain exceptions to Washington State sealed bidding statutes, including: Emergency Procurement, Impractical to Secure Competition, and Negotiated Competition.
Support Columbia’s Supply Chain Services organization, as needed/requested by Business Support Manager
Must participate on the Emergency Response team (ERO) as Industrial Development Authority when designated.
Required Education And Experience
Requires bachelor’s degree from an accredited college or university in a business or related field and seven years of related business experience in leadership or project lead role OR high school diploma or GED and 11 years of related business experience in leadership or project lead role. At least five years of contracts experience is required.
Pay Range
$141,070.00 - $211,604.00 Annual
Midpoint
$176,337.00
Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.
Incentive Compensation
Offers will be negotiated based on each candidate's qualifications.
This role may be eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
