Procurement/Subcontracts Managers should be able to manage subordinate staff in the day-to-day performance of their jobs. True first level manager. May provide input to developing budgets and schedules. Ensures that project/department milestones/goals are met and adhering to approved budgets.
The Procurement/Subcontracts Manager will plan, manage, and coordinate the formation, bid/evaluation/award, and administration of all subcontracts and purchase orders as well as to interface with other project team members and the Client as needed. Other primary responsibilities include:
- Typically requires 7+ years experience in the related area as an individual contributor
- 1 - 3 years supervisory level experience.
- Extensive knowledge of the job functions and department processes
- Participating in the implementation of the project's procurement/subcontract strategy and plan, managing the development of and the implementation of project procurement and subcontracting procedures, and supporting the development of schedules, forecasts, and budgets
- Managing and coordinating project procurement/subcontracts personnel, both in the home office and at the jobsite, and collecting and reporting actual progress on activities against the plan and schedule on a regular, i.e. weekly, monthly, and quarterly basis
- Development and implementation of pro forma documents for bid, evaluation, and award cycles of all project subcontracts and purchase orders
- Ensuring that all purchase order and/or subcontract award recommendations and change orders receive required project reviews and approvals and meet ethics standards
- Managing and overseeing the purchasing and subcontracts commercial processes in accordance with all CTCIA Company Procurement and Subcontracts procedures and policies
- Excellent organization and communication skills
- Able to coordinate and communicate effectively with project team members in other departments including e.g. engineering, construction, project controls, project management, legal, and risk management.
- Able to coordinate and communicate effectively with bidders and subcontractors
- Lead coordination efforts internally and externally, and expedite internal and external team members as necessary to meet deadlines
- Able to autonomously resolve subcontract or RFP issues internally and externally
- Able to effectively manage a team of assigned Procurement and Subcontracts personnel, provide on the job training to the team on CTCIA Company Procurement and Subcontracts procedures as needed and monitor their work for compliance with the procedures, quality check the team’s work, and provide other support as required to the Project Manager and Project Management Team.
- Able to manage all procurement and subcontract activities and personnel against budget and schedule
- Bachelor’s Degree or comparable relevant work experience
- Min. 10+ years’ experience in similar role- Industry experience in the following:
