The Preconstruction Manager will oversee all aspects of preconstruction, including estimating, proposal preparation, risk analysis, and vendor relations. This hands-on role requires a seasoned construction professional who can provide leadership, vision, and direction while ensuring a steady pipeline of successful projects aligned with company goals.

· Lead, recruit, and mentor preconstruction and estimating staff.
· Develop and implement standardized estimating and proposal processes.
· Manage estimating workloads, bid reviews, and opportunity meetings.
· Prepare accurate estimates, scope reviews, and fully compliant proposal packages.
· Conduct project risk assessments and integrate avoidance strategies.
· Oversee subcontractor/vendor solicitation, negotiation, and buyout processes.
· Build and maintain strong client, subcontractor, and vendor relationships.
· Facilitate project handovers to Operations, ensuring smooth transitions.
· Contribute to business development efforts and client presentations.
· Maintain historical databases for pricing and production rates.
· 10+ years of progressive experience in preconstruction and estimating, with significant exposure to dry utility projects (power, telecom, gas).
· Experience working within or supporting mission critical environments (e.g., data centers, hyperscale facilities, or other high-reliability infrastructure).
· Bachelor’s degree in civil engineering, construction management, engineering, or related field (or equivalent experience).
· Strong understanding of dry utility design, constructability, and coordination with public/private utility providers.
· Proven ability to manage multiple complex projects simultaneously under tight deadlines.
· Proficiency in estimating software (e.g., Timberline, WinEst, On-Screen Takeoff) and scheduling tools (Primavera P6, MS Project).
· Ability to cultivate strong relationships with clients, consultants, and utility providers.
· Ability to climb, kneel, bend, stand, and walk construction sites regularly, including ladders, scaffolding, and uneven surfaces.
· Capable of lifting and carrying up to 50 lbs. of equipment, materials, or documents.
· Adequate visual acuity, hand-eye coordination, and manual dexterity for inspections and tool use.
· Able to perform extended site walks and inspections in varying weather conditions (heat, cold, rain, etc.)
